Fourth Meeting of the Reconstituted Consultative Group of Experts on National Communications
from Parties not included in Annex I to the Convention (CGE)

The CGE developed its work programme for 2010–2012 at its first meeting, held in Bonn, Germany, on 29–31 March 2010. The Subsidiary Body for Implementation (SBI), at its thirty-second session, took note of and welcomed the work programme.
The fourth meeting of the reconstituted CGE was held back-to-back with the workshop to exchange views on possible
elements to be considered in a future revision of the UNFCCC “Guidelines for the preparation of national
communications from Parties not included in Annex I to the Convention”, taking into account the difficulties
encountered by non-Annex I Parties in the preparation of their most recent national communications. The
workshop was held in St. Mary’s, Antigua and Barbuda, on 21–23 March 2011. The report on the
workshop contained in document

(299 kB) , was considered by the CGE, the group’s recommendations are outlined in its report of the
meeting.
The meeting was held with the objective to:
(a) To further review the provision of input into the existing training materials of the CGE with a view to
updating them for the regional training workshops to take place in 2011 and 2012;
(b) To provide to the SBI recommendations, as appropriate, on elements to be considered in a future revision
of the UNFCCC guidelines for the preparation of national communications from non-Annex I Parties, taking into
account the difficulties encountered by non-Annex I Parties in the preparation of their most recent national
communications;
(c) To produce a technical report on the problems related to the sustainability of the national communication
process and the maintenance of national technical teams for the preparation of national communications,
including GHG inventories, on a continuous basis, in accordance with paragraph 2(c) of the terms of reference
of the CGE.
