The Consultative Group of Experts on national communications from Parties not included in Annex I to the
Convention (CGE) is a constituted expert body of the Convention with the overall goal of improving the
process of preparation of the second and subsequent national communications by providing technical advice
and support to Parties not included in Annex I to the Convention (non-Annex I Parties). At its eight
session, the Conference of the Parties of the UNFCCC (COP), mandated the CGE to provide technical advice
and support, by organizing and conducting workshops, including hands-on training workshops at the regional
or subregional level, on greenhouse gas inventories, vulnerability and adaptation, and mitigation for the
preparation of second and subsequent national communications by non-Annex I Parties.
The COP, at the same session, also adopted the guidelines for the preparation of national communications
from non-Annex I Parties (decision 17/CP.8). These guidelines are further elaborated through the
publication, by the secretariat, of a user manual and the conduct of CGE regional hands-on training
workshops.
Objective
This hands-on training workshop was aimed at assisting non-Annex I country experts
in conducting vulnerability and adaptation (V&A) assessments when preparing their national communications
by introducing them to a wide range of V&A assessment approaches, methods and tools and their relative
strengths and weaknesses.
