The CGE developed its work programme for 2010 to 2012, at its first meeting, held in Bonn, Germany, from 29
to 31 March 2010. The Subsidiary Body for Implementation (SBI), at its thirty second session, took note and
welcomed the work programme of the CGE.
The second meeting of the reconstituted CGE was held back-to-back with the Workshop on Initial National
Communications (INC) from non-Annex I Parties to the UNFCCC organised by GEF/UNDP/UNEP National
Communications Support Programme (NCSP) in collaboration with the CGE.
The objectives of the second meeting of the CGE were to identify the capacity-building needs of non-Annex I
Parties in preparation of their national communications by analysing the results of the survey related to
paragraph 2 (a) of its work programme and the compilation of the information contained in recently
submitted non-Annex I national communications and provide recommendations on ways to address these needs.
In accordance with its work programme, the CGE conducted two surveys, one corresponding to paragraphs 2
(a–b) and another corresponding to paragraph 2 (c) of the terms of reference of the group contained
in the annex to decision 5/CP.15. During this meeting
the CGE focused its analysis on the part of the first survey that related to paragraph 2 (a) of its terms
of reference aimed at identifying technical problems and constraints faced by non-Annex I Parties in the
process and preparation of their national communications.
The results of the analysis conducted by the CGE based on the part of the first survey related to paragraph
2 (a) of its work programme and the recently submitted national communications from non-Annex I Parties are
contained in document FCCC/SBI/2010/21/Add.1.
This technical report also contains recommendations by the CGE on ways to address the capacity building
needs of non-Annex I Parties in preparing their national communications. The survey questionnaire is
included in annex to document FCCC/SBI/2010/21/Add.1.
