National Inventory Submissions 2015
At its eighth session, the Conference of the Parties requested the secretariat to publish on its web
site the annual inventory submissions consisting of the national inventory report (NIR) and common
reporting format (CRF) of all Parties included in Annex I to the Convention. The NIRs contain
detailed descriptive and numerical information and the CRF tables contain all greenhouse gas
(GHG) emissions and removals, implied emission factors and activity data.
The NIRs and CRF tables can be downloaded from the table below. The NIRs and CRF tables provided here
are the most recent versions of the 2015 submissions provided by Annex I Parties. The dates of the
original submissions are indicated in the table. For information on the completeness of a
Party’s 2015 submission please refer to the individual Status Report available, once published
by the secretariat, in the last column of the table below. The secretariat also has further
information on GHG emissions and removals data from Parties at the GHG data interface.
Submission of supplementary information in accordance with the Guidelines for the preparation of
information required under Article 7, paragraph 1, of the Kyoto Protocol by Annex I Kyoto Protocol
Parties, as available, is reflected in the last column of the table below.
In accordance with the Guidelines for the preparation of information required under Article 7 of the
Kyoto Protocol, the secretariat compiles information on minimization of adverse impacts in accordance with Article 3, paragraph 14, of the Kyoto
Protocol, that is reported by Annex I Parties in their NIRs.
2015 Annex I Parties GHG Inventory Submissions
This webpage contains the 2015 submissions of GHG inventories from Annex I Parties. The common
reporting format (CRF) tables of the submission should be prepared using the CRF Reporter software.
Following the adoption of the revised guidelines for reporting GHG inventories from Annex I Parties
(decision 24/CP.19), this software had to be redesigned. Decision 13/CP.20 recognized that the
deadline, as set out in decision 24/CP.19, paragraph 5 (June 2014), for providing the redesigned
version of the CRF Reporter to Annex I Parties, enabling them to submit their greenhouse gas
inventories, was not met and that the CRF Reporter version available by that time (version 5.0.0) was
not functioning. Accordingly, decision 13/CP.20 reiterated that “Annex I Parties in 2015 may
submit their common reporting format tables after 15 April, but no longer than the corresponding
delay in the CRF Reporter availability”.
In order to enable Parties to start the preparation and the compilation of their GHG inventories, the
UNFCCC secretariat made available in 2015, several successive releases of the software, in
January, March, April, May, June, September 2015. These releases addressed the issues relating to
performance, data entry, data aggregations and key known issues relating to the correct display of
data in the CRF tables. On 27 November, the UNFCCC secretariat has made available an updated
version of the CRF Reporter (V5.12.0). This version includes the implementation of the recalculation
functionality as well as improvements in the display of reporting tables , with a particular focus on
the KP LULUCF tables. The current status of the CRF tables as produced by the CRF Reporter is shown
in the “markup tables” here. The tables show, in particular, where all known key issues have been
resolved and where further residual work is still required. UNFCCC secretariat is actively working on
resolving the remaining issues with the software.

Notes (1) The CRF tables were submitted by Canada on 17
April 2015 but the Party requested that the tables be made publicly available only after the
resolution of a number of display issues with the CRF Reporter software;
(2) The United States of America submitted its CRF tables on 12 November 2015, however the Party
requested not to make this submission publicly available due to some display issues with the CRF
