Training courses for reviews under the Kyoto Protocol

The updated training programme is designed to specifically address the requirements for annual reviews in accordance with the guidelines under Article 8 of the the Kyoto Protocol. It consists of the following five modules:

A.  National Systems (mandatory for all review experts)
This course covers guidelines for review of national systems under Article 5, paragraph 1, of the Kyoto Protocol and related parts of guidelines under Articles 7 and 8 of the Kyoto Protocol

B.  Application of adjustments (mandatory for all review experts)
This course covers decisions by the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP) and technical guidance on methodologies for adjustments under Article 5, paragraph 2, of the Kyoto Protocol and related parts of guidelines under Articles 7 and 8 of the Kyoto Protocol

C.  Modalities for the accounting of assigned amounts under Article 7.4 (mandatory for lead reviewers and experts reviewing national registries and information on assigned amounts)
This course provides guidance for members of ERTs reviewing information provided in the Initial Report, the calculation of the assigned amount pursuant to Article 3, paragraphs 7 and 8, of the Kyoto Protocol, the commitment period reserve, and the national registries for conformity with the modalities for the accounting of assigned amounts under Article 7, paragraph 4.

D.  Review of national registries and information on assigned amounts (mandatory for lead reviewers, generalists and experts reviewing national registries and information on assigned amounts, recommended to all review experts)This course provides guidance for members of ERTs reviewing annual information on assigned amounts pursuant to Article 3, paragraphs 7 and 8, of the Kyoto Protocol, information on Kyoto Protocol units and the standard electronic format for conformity with Article 7, paragraph 4, of the Kyoto Protocol.  In addition, the course provides guidance on the review of national registries, including changes in the national registries reported by the Parties in accordance with decision 15/CMP.1 and conformity with the technical standards for data exchange between registry systems

E.  Review of activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol (mandatory for LULUCF experts, recommended to lead reviewers)
This course provides guidance for members of ERTs reviewing information provided during the commitment period for LULUCF activities under Article 3, paragraphs 3 and 4, of the Kyoto Protocol for conformity with the requirements of decision 15/CMP.1, including procedures for adjustments under Article 5, paragraph 2, of the Kyoto Protocol

These courses as part of the updated training programme were mandated by the fifth CMP in December 2009. They are essential for all experts participating in expert review teams (ERTs) for annual reviews under the Kyoto Protocol as of 2006 and in many cases the courses are mandatory depending on the role of the experts in the ERTs. These courses are offered online since 2006. During the study period on-line, experts are expected to dedicate time to complete and follow the courses. Experts are able to study the e-learning courses at their own pace and to interact with course instructors on-line. Instructors are available to support experts studying some courses and to answer questions on the contents of these courses. 

For trainees with limited access to Internet, the secretariat can provide the e-learning courses on a CD-ROM. The working language for the training is English.

Following completion of the on-line course, trainees are required to pass mandatory course examinations. Trainees who successfully pass the course examinations will qualify to be invited to participate in an annual review in the future.
