This course covers technical aspects of the review of GHG inventories of Annex I Parties. It consists of seven
modules: one general module, “Overview of UNFCCC Review Process and General IPCC Inventory Guidance”
and individual modules on the review of individual IPCC sectors: Energy (Fuel Combustion and Fugitive Emissions),
Industrial Processes, Agriculture, LULUCF and Waste. Each of the modules provides important background
information and references for the sector, instruction on general procedures for review, exercises on key topics
and specific emission categories, and practical case studies that simulate an actual review.
The courses are offered through the Internet for a 1.5 - 2 month period each year. During this period, trainees are expected to dedicate time to complete and follow the online courses. Instructors are available during this period to answer questions on the course content and to monitor the individual performance of trainees throughout the study period. Trainees are able to study the e-learning courses at their own pace and to interact with course instructors on-line. For trainees with limited access to Internet, the secretariat can provide the e-learning courses on a CD-ROM. The working language for the training is English.
Following completion of the on-line course, the UNFCCC secretariat conducts a closing seminar for trainees to provide additional hands-on experience with inventory review materials. During the seminar, trainees will conduct a simulated inventory review under the supervision of instructors and the secretariat. The seminar will conclude with a mandatory course examination for all trainees, covering both general and sector-specific aspects of inventory reviews.
The courses are also available to trainees all year round, without instructor. In this case, other arrangements for examinations could be made, provided that examinations take place under the supervision of the secretariat and that this does not require additional resources.
Trainees who successfully pass the course examination will be qualified to study the courses for review under the Kyoto Protocol and subsequently be invited to participate in an annual review, where they will work with experienced review experts.
In addition, the Basic Course is available to all members of expert review teams and interested Parties throughout the year without instructor support. For additional information, please contact the secretariat at GHGtraining@unfccc.int.
Review of complex models and higher tier methods
The course provides general guidance and procedures, as well as specific aspects for the review of emission estimates performed using complex models and higher tier methods, in particular tier 3 methods. This course is offered on-line without instructor all year round. For this course are implemented two optional self-check electronic examinations, one for the LULUCF sector and the other for all the other IPCC sectors.
Improving communication and building consensus in expert review teams
The secretariat has also developed a course on "Improving communication and building consensus in expert review teams", which covers cross-cultural communication and conflict avoidance. This optional course provides tools to improve the work of expert review teams and facilitate teamwork. It is available to all inventory review experts on-line throughout the year.
Refresher seminar for experienced GHG inventory review experts
The secretariat organises annually a seminar that provides general guidance on specific and complex aspects of the review of emission estimates. This seminar offered to Lead Reviewers and experienced GHG inventory reviewers strengthens and refreshes experts' knowledge, both for cross-cutting aspects and for sector-specific issues of emission inventories.
