1. Training programme for members of expert review teams for the technical reviews of
greenhouse gas inventories of Parties included in Annex I to the Convention (Basic course)
Decision 12/CP.9 calls for the
secretariat to establish a training programme, comprising both technical and skill-building courses,
for new members of expert review teams for implementation in 2004 and beyond. New experts, who have
been nominated to the roster of experts by their national
focal point on behalf of their government, must complete the training and successfully pass an
examination before they can be invited to participate in an inventory review. In selecting experts
for the course, the secretariat gives priority to experts from Parties, in particular non-Annex I
Parties, who have not previously participated in the review process.
The basic course covers technical aspects of the review of GHG inventories under the Convention. It
consists of seven modules: one general module, “Overview of UNFCCC Review Process and General
IPCC Inventory Guidance” and individual modules on the review of individual IPCC sectors:
Energy and Fugitive Emissions (to be studied together), Industrial Processes, Agriculture, LULUCF and
Waste.
Please note that the review training courses are only available to experts nominated by their

2. Training programme for members of expert review teams under the guidelines for
review under Article 8 of the Kyoto Protocol, including the initial review
Decision 24/CMP.1
requests the secretariat, subject to the availability of resources, to develop and implement the
training programme for members of expert review teams participating in the initial reviews under
Article 8 of the Kyoto Protocol, including requirements for testing of experts.
Access to this training programme is limited to experienced reviewers and reviewers who have
successfully completed the basic course described above. All experts must
complete this training and successfully pass an examination before they can be invited to participate
in an inventory review of Kyoto Protocol Parties in 2006 and beyond.
This training programme is designed to specifically address the requirements for GHG inventory
reviews under the Kyoto Protocol. It consists of the following three modules:
A. National Systems
B. Application of adjustments
C. Modalities for the accounting of assigned amounts under Article 7.4

3. Improving communication and building consensus in expert review teams
The secretariat has also developed a course on "Improving communication and building consensus
in expert review teams", which covers cross-cultural communication and conflict avoidance.
This optional course provides tools to improve the work of expert review teams and facilitate
teamwork. It is available to all inventory review experts on-line throughout the year.
