In 2005, the IPCC published its Special Report “Safeguarding the Ozone Layer and the Global Climate System: Issues related to hydrofluorocarbons and perfluorocarbons”, which was presented at SBSTA 22 ( Part 1 ,  Part 2).

UNFCCC has received a number of submissions addressing methodological issues relating to hydrofluorocarbons and perfluorocarbons (see UNFCCC Submissions page; Submissions by category; Submissions by organization).

The Ozone Secretariat discusses methodological issues related to the impact of hydrofluorocarbons and perfluorocarbons on the basis of technical reports submitted by the Technology and Economic Assessment Panel (TEAP) of the Montreal Protocol, as well as reports submitted by the Executive Committee of the Multilateral Fund for the Implementation of the Montreal Protocol (MLF) and the Secretariat itself. The Scientific Assessment Panel (SAP) and the Environmental Effects Assessment Panel (EEAP) of the Montreal Protocol assesses scientific aspects of ozone layer depletion, such as its interactions with climate change.
