The Subsidiary Body for Scientific and Technological Advice, at its nineteenth session, requested the secretariat to organize a workshop on national systems under Article 5.1 of the Kyoto Protocol for the preparation of national greenhouse gas inventories before its twenty-second session  (FCCC/SBSTA/2003/15, para. 14 (g)).  The workshop will be conducted in English.  The participation of funded participants was decided by regional groups.

The workshop will provide Parties with an opportunity to exchange experiences regarding the development and implementation by Annex I Parties of national systems for the preparation of greenhouse gas inventories.  It will cover both general and specific functions of national systems, such as institutional arrangements, quality assurance/quality control procedures, and data collection.
