On 16 February 2005 the Kyoto Protocol entered into force. To mark this date, some Parties to
the Kyoto Protocol, as well as institutions and organizations, planned events and other
activities. This list highlights many of the events that marked the day.

Events Related to the Kyoto Protocol Entry Into Force

Details: On the occasion of the entry in force of the Kyoto Protocol the Ministry of
Nature Protection of the Republic of Armenia with the support of the EC “Technical
Assistance to Armenia, Azerbaijan, Georgia and Moldova with Respect to their Global Climate
Change Commitments” Regional Programme and UNDP office in Armenia organized several
events.
1. The Round Table session
The Minister of Nature Protection of the Republic of Armenia and Designated National Authority
for the Clean Development Mechanism under the Kyoto Protocol, Mr. Vardan Ayvazyan presented the
importance of the Protocol as an international tool for addressing the problem of Climate
Change and underlined perspectives and potential benefits for Armenia's participation in
the Protocol as a Non-Annex I country.
The representatives of several sectoral ministries and agencies participated in the event to
assess their possible involvement in the CDM activities and express their willingness for
cooperation in CDM projects development and realization.
The Head of Environmental Protection Department and UNFCCC Focal Point Mr. Aram Gabrielyan held
a presentation on the practical aspects of the Kyoto Protocol and the application of the CDM in
Armenia.
2. The Approval Letter for “Nubarashen Landfill Gas Capture and Power Generation Project
in Yerevan” Project Design Document was officially signed by the Minister of Nature
Protection of the RA and CDM National Authority on February 16, 2005. Several mass media
sources were invited to publicize the event.
3. Publications and media coverage on the Kyoto Protocol entry into force
-Full page article “Kyoto Protocol as a Tool for Attraction of Investments to
Armenia” published in “Delovoy Express” weekly (January 2005, N3)
-Media converge on the Round Table session and information on climate change issues and the
Kyoto Protocol background in local written and electronic press (“Iravunk”,
“Aravot Daily”, “Hayastani Hanrapetutjun”, “Hayots
Ashkharh” newspapers, “Mediaform”, “Armenpress”,
“Arminfo” and “Arka” information agencies) scheduled for February
16-17, 2005
-News broadcasts on “AR”, “Armnews”, “Avetis”,
“Shant”, “Kentron”, “Yerevan” and “H1” Armenian
TV channels on February 16, 2005
-Ten-minute program «The Kyoto Protocol: Armenian Vision» on “H2”

Report on the "Business Consequences of the European Emissions Trading

Details: On the day the Kyoto Protocol enters into force the Centre for European Policy
Studies (CEPS) will launch its latest Task Force on the EU emissions trading scheme during an
official event hosted by Hans Blokland , Vice-chairman of the Environment Committee of the
European Parliament. During the event Jos Delbeke (DG Environment, European Commission), Yngve
Stade (Senior Executive Vice President, StoraEnso Group) and Christian Egenhofer (Senior
Fellow, CEPS) will discuss the potential economic and environmental impacts of the EU emissions
trading scheme, with a particular focus on competitiveness of European industry, power sector
investment, power price effects, power markets functioning and environmental effectiveness.
Hard copies of the report will be available at the meeting. Please note that persons without a
permanent EP visitors' pass need to fill in the registration form on the CEPS website
before 5 February 2005 to allow CEPS to ensure that participants can enter the EP easily.

Leadership on Climate Change in a Changing Political Climate

Details: This forum will take place on the occasion of the coming into force of the
Kyoto Protocol, following ratification by the Russian Federation. It will aim to bring into
focus the debate concerning global leadership on climate change as well as the risks related to
inaction on climate change and other global environmental issues. In particular, it will
explore the challenges and difficulties faced by the EU in keeping up its global leadership of
efforts to adDr.ess climate change, and consider the strategies for involving other major
players in taking meaningful steps to limit or reduce their greenhouse gas emissions, in view
of the European Council’s upcoming debate on the EU’s post-2012 climate strategy
and the global meeting of governmental experts on the future of international actions to be
convened by the Climate Convention secretariat in Bonn in May 2005.

Details: WWF feiert Inkrafttreten des Kyoto-Protokolls im Heißluftballon Mit einem
symbolischen Ballonstart würdigt der WWF das Inkrafttreten des Kyoto-Protokolls. Einen Tag
bevor der Klimaschutzvertrag offiziell Gültigkeit erlangt, feiern die Naturschützer
das historische Abkommen mit einem Sektempfang unter einem 30 Meter hohen
WWF-Heißluftballon. Bei den jahrelangen Verhandlungen war zwar viel heiße Luft im
Spiel, aber am Ende „flog“ der Vertrag doch. Für den WWF ist das ein Grund zum
Feiern und zugleich Ansporn auch die nächsten Schritte aus dem Treibhaus anzugehen.

Details: The Ministry of the Environment of Japan, in conjunction with the governments
of Kyoto Prefecture and Kyoto City, will hold an event on Wednesday 16 February to commemorate
the entry into force of Kyoto Protocol to the United Nations Framework Convention on Climate
Change adopted at the Third Conference of the Parties to the Convention (COP3) on this day. The

Kyoto International Conference Hall, where COP3 itself took place, under the title of

Japanese Minister Yuriko Koike who will open the Kyoto Relay of Messages celebration. The relay
will feature video messages from United Nations Secretary-General Kofi Annan and Chinese
Minister of the Environment Jiang Liu as well as live video conference links with UK Minister
Margaret Beckett and Canadian Minister of the Environment Stéphane Dion.

Details: This important conference is sponsored by the UN Foundation and cosponsored by
the UN Department of Economic and Social Affairs, the United Kingdom Mission to the United
Nations, and the Rockefeller Brothers Fund. The United Nations Fund for International
Partnerships will be our host.
This meeting will be held the day after the Kyoto Protocol takes effect, committing its
signatories to reduce the emissions that are causing global warming, as the first step in
implementing the UN Framework Convention on Climate Change.
The program will include an update on the science of climate change by Daniel Schrag, Director
of the Harvard University Center for the Environment; remarks by U.S. Sen. Chuck Hagel, who
plans significant new legislation on climate change and international development; and by Sir
Emyr Jones Parry, the British ambassador to the UN, who will describe the UK’s leadership
on climate this year, when it holds the Presidency of both the G-8 and the European Union. A
copy of the agenda is attached.
Ratification of the Kyoto Protocol marks a turning point in the world’s approach to our
biggest environmental challenge. We hope you will join us for this discussion of what should
come next.
