An informal plenary to present outcomes and next steps towards closure will be held in

Next steps as outlined by the President at the informal COP/CMP stocktaking plenary at 6:30 p.m.:
LCA ministerial outreach H.E. Mr. Vivian Balakrishnan of Singapore and H.E. Mr.
Peter Altmaier of Germany will assist with ministerial outreach on issues which require immediate
attention before the outcome of the AWG-LCA is presented to the COP for adoption, in consultation
with the AWG-LCA Chair and the COP/CMP President.
COP/CMP meetings COP and CMP meetings to be convened as soon as ADP closes, to
adopt draft conclusion and decision texts already agreed to, so that the work under the COP and the
CMP can be advanced, while the Ministerial outreach process intensifies.
Ambition and balance The COP/CPM President invited Parties, while they work
inside each of the work streams, to also consider the progress being made toward ambition and balance
across the streams, and to come to the next Ministerial stocktaking plenary this evening ready to
give a sense of the ambition and balance across the streams.
Next informal COP/CMP stocktaking plenary The consulting Ministers were asked
to complete their work and report to the next Ministerial stocktaking plenary at 11 p.m.

Friday, 7 December, 6 p.m.
Further to his statement at the 1 pm informal stocktaking plenary, the COP/CMP President has now
identified two Ministers who will assist him in consulting on a how to address a limited set of
critical concerns requiring attention before the outcome of the AWG-LCA will be presented to the COP
for adoption.
The two Ministers, who have been approached and accepted, are His Excellency Mr. Vivian Balakrishnan
of Singapore and His Excellency Mr. Peter Altmaier of Germany.
The precise scope of their work will be determined by the President in consultation with the Chair of
the AWG-LCA.
Friday, 7 December 4 p.m.
Next steps as outlined by the President at the informal COP/CMP stocktaking plenary at 1 p.m.:
AWG-LCA Closure of the AWG‐LCA, which will forward the results of its
work to the COP. The COP/CMP President will thereafter decide on how to take the pending work forward
with Ministers and announce it to all Parties.
AWG-KP, Finance, and Loss and Damage Consulting ministers will intensify their
work and report their results to the COP/CMP President as soon as possible.
ADP The President called on all Ministers to bring their political weight into
the consultations under the ADP Co‐Chairs and enable ADP to conclude its work
Next informal COP/CMP stocktaking plenary Informal stocktaking plenary today at
6 pm to see again the whole package.
Ministerial consultations on Issues relating to reporting guidelines and issues relating to the
composition of the advisory board of the Climate Technology Centre and Network have been concluded
successfully.

Friday, 7 December, 10 a.m.
This morning at 9 a.m. the Chairs of the AWG-LCA and ADP and ministers undertaking outreach reported
the outcomes of their consultations to the COP/CMP President. Noting that further consultations are
necessary, the COP/CMP President asked the Chairs and ministers to continue their work and report
back at the COP/CMP informal stock-taking plenary at 1 p.m. today. He urged them to make every effort
to conclude on outstanding issues and, where necessary, to finalize draft texts for consideration by
all Parties.

Friday, 7 December, 6 a.m.
Following the mandate from the COP President, H.E. Ms. Mariyam Shakeela (Maldives) and H.E. Mr. Bruno
Oberle (Switzerland) have prepared a draft
decision text on key finance issues based on the inputs received during the ministerial
consultations.
Thursday, 6 December, 10 p.m.
At the COP/CMP informal stocktaking plenary earlier this evening the President asked the AWG-LCA and
ADP Chairs, as well as the ministers conducting consultations at his request, to complete their work
by 8 am on Friday and report to him. The President intends to hold an informal plenary early
afternoon to present all of the pieces from the different streams of work and provide an overall
picture of the whole in an informal setting . Texts resulting from ministerial consultations, eg.
related to the Kyoto Protocol, finance, Loss and Damage and others are expected to become available
overnight. The document containing the draft conclusions by the Chair on the outcome of the work of
the AWG-LCA is expected to be available around 8 a.m. on the PaperSmart portal
Thursday, 6 December, 8 p.m.
The ADP Co-Chairs have prepared a revised
version of their proposal for a draft decision of the COP at its 18th session and for draft
conclusions of the ADP for the resumed first session (6 December). The Co-Chairs will hold informal
consultations on this proposal Friday morning and will convene the ADP plenary, following the AWG-LCA
plenary, to consider the conclusions and forward the draft decision to the COP for adoption.
Thursday, 6 December 1 p.m.
An open-ended consultation on finance at Ministers/Heads of Delegation level is convened at 3 pm
today in meeting room 8.1 by H.E. Ms. Mariyam Shakeela (Maldives) and H.E. Mr. Bruno Oberle
(Switzerland), to exchange views on a possible outcome on finance. The conveners have been requested
by the COP/CMP President to assist him with key finance issues that cut across the COP and AWG-LCA.
Thursday, 6 December, 10 a.m.
The AWG-KP in its closing plenary today has agreed to forward the Proposal by the Chair to facilitate
negotiations to the CMP for its consideration, as amended in the closing plenary and issued
as."Outcome of the work of the Ad Hoc Working Group on Further Commitments for Annex I Parties
under the Kyoto Protocol. Revised draft conclusions proposed by the Chair", contained in
document
FCCC/KP/AWG/2012/L.3/Rev.1.
Under the authority of the President, Ministers Luiz Alberto Figueiredo Machado (Brazil) and Bard
Vegar Solhjell (Norway) are consulting Parties, aiming to identify solutions for the outstanding
issues forwarded to the CMP by AWG-KP at its closure.
