Participation in COP 15

Parties
Governments nominate their respective representatives to participate and negotiate at the sessions of the Convention and the Kyoto Protocol. This may include ministers, negotiators, and those who the Governments consider are necessary to achieve their goals during the sessions. Notification for Parties will be issued in early October 2009 and will contain the deadline for submission of nominations and other useful details for participation.
United Nations System

United Nations bodies, specialized agencies and related organizations (such as WMO, UNEP, IPCC, UNDP, the World Bank, GEF, convention secretariats etc.) are allowed to observe the proceedings. Each organization nominates a number of representatives to attend the sessions at their discretion. Notifications for observer organizations will be issued in early October 2009 and will contain the deadline for submission of nominations. Nominations of representatives for COP 15 will only be accepted after notification.

Observer Organizations

The Convention allows intergovernmental organizations and civil society organizations to observe the sessions of the Convention and the Kyoto Protocol. For that purpose, the Conference of the Parties has created an application process which is under the responsibility of the UNFCCC secretariat. The deadline for new observer organizations for admission at COP 15 was 1 July 2009. Admitted observer organizations will automatically receive a notification in early October 2009 which will contain a request for submission of nominations. Nominations of representatives for COP 15 will only be accepted after this notification.

If your organization is not admitted, representatives from your organization can be nominated to attend COP 15 by observer organizations that are already admitted and who agree to nominate them. Visibility will be given to the name of the nominated organization on the official list of participants under the name of the nominating admitted organization. The contact details are available for IGOs and for NGOs respectively.

Press and media

Press and media participation at UNFCCC Conferences is subject to accreditation by the UNFCCC secretariat. Accreditation is strictly reserved for members of the press - print media, photo, radio, TV, film and news agencies - who fully meet UN media accreditation requirements. Accreditation will be granted upon presentation of valid press credentials.
