Overview and Lessons from UNEP's CDM capacity building initiative
Funded by the Netherlands Ministry of Foreign Affaris, CD4CDM is a pure CDM capacity building
initiative which is neutral to any credit purchase. Capacity building is a bilateral relationship.
There is no one-size-fits-all methodology. Different countries/sectors have their own historic,
cultural, socio-economic, political and institutional background in which the same activity can be
interpreted and implemented in various different ways. Another key factor for success is mutual trust
among players. With a mutual trust, the cost can be a lot reduced and the implementation can be more
efficient and successful. Also, flexibility should be exercised to the extent possible with the
bottom line being kept. The implementer should help the local participants feel the ownership of the
project.
