Implications of possible changes to the limit established for small-scale afforestation and reforestation
CDM project activities - SBSTA agenda item 9(b)
The COP/MOP, by its decision 1/CMP.2, (para
27) requested SBSTA to consider at its twenty-sixth session views by Parties, inter-governmental organizations and
non-governmental organizations on the implications of possibly changing the limit established for small scale
afforestation and reforestation clean development mechanism project activities. Views were to be submitted to the
secretariat. The SBSTA , at its twenty-sixth session, considered the submissions and agreed to undertake further
analytical assessment of the implications of possibly changing the limit for small-scale A/R project activities,
based, inter alia, on national experiences, to include the issues: social-, economic- and environmental effects
including estimation of leakage and requested the Parties, intergovernmental and non governmental organizations to
submit their views for consideration at SBSTA 27. The SBSTA, at its twenty-seventh session, considered these
submissions and agreed to recommend to the COP/MOP to revise the limit for small-scale afforestation and
reforestation project activities under the clean development mechanism referred to in paragraph 1 (i) of the annex
to decision 5/CMP.1 as follows, which was duly done as follows:
“Small-scale afforestation and reforestation project activities under the CDM” are those that are
expected to result in net anthropogenic greenhouse gas removals by sinks of less than 16 kilotonnes of CO2 per year
and are developed or implemented by low-income communities and individuals as determined by the host Party. If a
small-scale afforestation or reforestation project activity under the CDM results in net anthropogenic greenhouse
gas removals by sinks greater than 16 kilotonnes of CO2 per year, the excess removals will not be eligible for the
issuance of tCERs or lCERs.
