Recent development on negotiations

The CDM is supervised by the CDM Executive Board, which itself operates under the authority of the Conference of the Parties serving as the meeting of the Parties to the Kyoto Protocol (CMP). On an annual basis the CMP considers a report by the CDM Executive Board and provides guidance to the Executive Board, as appropriate.

At its first session, the CMP (CMP1) adopted the ‘ Marrakech Accords’ as well as all draft decisions recommended by the COP since the “Prompt start of the CDM” in 2001 (please refer to decisions 2/CMP.1 to 6/CMP.1 listed below). CMP 2 provided guidance to the Board related to issues such as governance, methodologies, regional distribution and resources for CDM ( pdf-icon decision 1/CMP2 ).

The list below provides the titles of the decisions referred above and the correspondent COP decision, if applicable.

2/CMP.1 Principles, nature and scope of the mechanisms pursuant to Articles 6, 12 and 17 of the Kyoto Protocol (COP decision 15/CP.7)
3/CMP.1 Modalities and procedures for a clean development mechanism as defined in Article 12 of the Kyoto Protocol (COP decision 17/CP.7)
4/CMP.1 Guidance relating to the clean development mechanism (COP decision 21/CP.8 and COP decision 18/CP.9)
5/CMP.1 Modalities and procedures for afforestation and reforestation project activities under the clean development mechanism in the first commitment period of the Kyoto Protocol (COP decision 19/CP.9)

6/CMP.1 Simplified modalities and procedures for small-scale afforestation and reforestation project activities under the clean development mechanism in the first commitment period of the Kyoto Protocol and measures to facilitate their implementation (COP decision 14/CP.10)

7/CMP.1 Further guidance relating to the clean development mechanism

8/CMP.1 Implications of the establishment of new hydrochlorofluorocarbon-22 (HCFC-22) facilities seeking to obtain certified emission reductions for the destruction of hydrofluorocarbon-23 (HFC-23)
