Accessibility to
observers:
According to rule 9 of the  Rules
of Procedure of the Compliance Committee of the Kyoto Protocol (189 kB) "meetings of the
plenary and the branches shall be held in public, unless the plenary or branch of its own accord or
at the request of the Party concerned decides, for overriding reasons, that part or all of the
meeting shall be held in private" and that "only members and alternate members of the
Committee and secretariat officials may be present during the elaboration and adoption of a decision
of a branch." At its fourth meeting, the plenary of the Committee agreed ( Report
on the 4th meeting (154 kB) ) to accommodate a limited number of observers in the room
where the meeting of the plenary or the branches is being held and, in the event of space
constraints, in an adjacent room that will have a live video feed of the parts of the meeting that
are held in public.
Interested observers are asked to register using the forms provided. The registration
forms for observers nominated by UNFCCC accredited organizations and other observers should be sent to the attention of Ms. Elsa Paclibar-Schroeder at
the following e-mail address compliance.committee@unfccc.int or fax number: +49 228
815 1999. Lists of UNFCCC accredited organizations are available on the UNFCCC website (here). The deadline for registration as an
observer is 1 February 2012, 5:00 p.m., Central European Time. Please note that only observers
who register within the above deadline will have access to the venue. Observers are kindly asked to
refer to the Guidelines
(60 kB) for the participation of observers at meetings of the plenary and the branches of the
Compliance Committee of the Kyoto Protocol.
In addition, parts of the meeting that are held in public will be recorded and broadcast on the
Internet.
