Meeting title:
Policy Dialogue: International Emissions Trading under the Kyoto Protocol: rules, procedures and
participation of domestic entities.
Issues to be addressed:
This Policy Dialogue will provide a forum to discuss key rules that need to be developed to ensure
the integrity and effectiveness of the international emissions trading system, and their
consistency with the possible participation of private entities in international trading.
Specifically, the morning of the Dialogue will explore the relationship between domestic entities
and policies and the intergovernmental structure of emission trading. The afternoon will discuss
specific issues in the intergovernmental rules, namely liability in the event of non-compliance by
any selling Party, interpretations of additionality (including ?Hot Air?) and supplementarity, and
the implications of these for possible future expansion to include new Parties, taking account of
the implications for domestic entities. This Policy Dialogue is a practical and solution-oriented
discussion, targeted at high-level leaders/policy makers.

Policy Dialogue: Are Joint Implementation and the Clean Development Mechanism opportunities for
forest sustainable development through carbon sequestration projects?
Issues to be addressed:
Most Parties to the UNFCCC have developed action plans and programmes for the sustainable
management of their forests. Opinions diverge on whether programmes focusing on carbon
sequestration in forests are an opportunity for JI or CDM. The IAE and CIFOR (Centre for
International Forestry Research, Bangor, Indonesia) analyse and sythesise
information in order to:
- provide policy-makers with information enabling them to take well-informed decisions;
- identify gaps in knowledge for a better understanding of relevant issues;
- enhance public awareness and facilitate the building of a consensus whether carbon sequestration
in forests is an opportunity for JI or CDM.
This practical and solution-oriented discussion, targeted at high-level leaders/policy makers, aims
at:
- enhancing the understanding of the issues relating to carbon sequestration in forests in relation
to JI and CDM;
- identifying and prioritising gaps in knowledge and researchable issues, permitting a better
understanding of the socio-economic, cultural, political, scientific, technical and environmental
implications of carbon sequestration.
