The applicable assessment procedures are currently being defined, on the basis of the guidelines set forth
in the ''International Performance Measurement & Verification Protocol''.
A substantial contribution in this respect is expected to result from specific programmes of transfer of
technology and know how in the frame of the " Cooperation for Development" to be funded by the
competent Italian Governmental Authorities. Contacts between the Moroccan Ministry of Environment and the
Italian Ministry of Foreign Affairs are being developed.
The envisaged supervisory and controlling Authority shall be the ''Secretariat d'Etat
chargé de l'Environnement ''

B. Governmental acceptance, approval or endorsement
Bearing in mind that all activities implemented jointly under this pilot phase require prior acceptance, approval
or endorsement by the Governments of the Parties participating in these activities, which shall be shown as
follows:
(a) In the case of joint reporting, the report is submitted by the designated national authority of one
participating Party with the concurrence of all other participating Parties as evidenced by attached letters issued
by the relevant national authorities;
(b) In the case of separate reporting, the reports are submitted separately by the designated national authority of
each and every participating Party. Information will only be compiled once reports have been received from all
participating Parties.

Describe (to the extent possible) how the activity is compatible with and supportive of national economic
development and socio?economic and environment priorities and strategies
|
- The project, in principle, has a beneficial impact on the future business of a large, strategic
industry , the SAMIR refinery whose premises are adjacent to those of the existing Power Plant where the
new RGCC plant would be constructed.
- Before obtaining the go ahead decision from the promoters and from all the parties involved,
comprehensive feasibility studies shall have demonstrated that it is more cost-effective than other
possible alternative options in reliably supplying the national electricity system, with consequent direct
advantages for the national economy as a whole.
- In view of their intrinsic technical characteristics, RGCC plants are environmentally friendly and a
substantial reduction of the gaseous emissions in comparison with the traditional power generating units
currently in operation.
This applies to all main pollutants (SOx, NOx, Dust, ashes) as well as to
the GHG emissions.
- The Mohammedia region, which is densely populated by itself and is adjacent to the area of Casablanca
where more than 4 million people live, suffers of a heavy polluted atmosphere. Therefore, improving the
quality of air in such area constitutes a strategic priority for the environmental Authorities of Morocco.

- The substantial social benefits for the population's health can be easily deducted from the above
comparison table, considering that it applies to a 600 MW plant used as a 'base load' power station
which is the largest of this kind in the entire region.
- As regards sulphur emissions only, the estimated reduction is over 50 000 ton/year.
- This project will consent an adequate capacity building in the specific field of atmospheric pollution
since it would be among the first full-scale cases in the country and, considering that its is capable of
attracting the support of bilateral international cooperation programmes, the knowledge and the
technologies to became available after this instance will be useful for the general requirements of the
environmental Authorities

The RGCC project can be complemented only on condition that it proves to be east-effective in comparison to
other alternative power generation systems (such as : traditional thermoelectric units - coal fired or fuel
fired-or combined cycle modules fired by natural gas-although to-day no gas pipeline supplies the region.
Therefore, its worthiness under the economic point of view shall be out of question.
On a macro-economic scale, it should be mentioned that the RGCC shall be integrated with the production
facilities of the adjacent refinery so that the operators of the refinery would rely on a stable purchaser
of hardly-marketable products (the residue is a mixture of highly polluted heavy oils and bitumen) which
result from a raw material previously imported and paid in hard currency. Moreover, the refinery will
benefit of a higher rate of utilisation of its plants and a higher flexibility in its products range. This
shall ensure significant economic benefits for the entire region of Mohammedia.
