General description:

In Latvia two investments in modern boiler house technology, using natural gas fired high
efficiency and small co-generation systems, have been made hereby achieving a significant reduction
of the emission of greenhouse gasses. The boiler houses supply heat to the public district heating
networks. The production facilities will also produce electricity for sales to Latvenergo. These
ventures are and will be developed in close co-operation with Latvenergo and Latvijas Gaze. The
business activities also involve the transfer of technology in the fields of maintenance and
operations.

Adazi Boiler House / Cogeneration
Introduction
The system is located in a building. It comprises one cogenerator and two boilers. By means of a
heat exchanger the heat is transfered into the district-heating network. The thermal power will be
at least 3.6 Mw. The cogenerator produces electrical power with a maximum of 350 kW. This
electricity is delivered to the grid of Latvenergo. The thermal capacity of the cogenerator is
about 2 Gj / hr.
The cogenerator
The cogenerator is designed for ease of access and maintenance. It consists of the following parts:
* The gas engine. The gas engine complies with the current standards of emission. NOx
–emission < 140 gr / Gj.
* The generator: a brushless three phase generator supplied with a cos-phi controller current
transformer in the terminal cabinet.
The boilers
The boilers are have a capacity of 1725 kW each will be used. The chimney is designed on a basis of
10 % CO2.
The system
The system produces heat for the district heating network of Adazi. The produces electricity is
delivered to Latvenergo. In case the circulation pumps of the heating network do not function due
to absence of electrical power, the cogenerator will supply electricity to these pumps. The system
will be monitored by means of a telemetry system, which uses a telephone line.

Lielvarde Boiler House / Cogeneration
Introduction
The system is located in two containers. One comprises a cogenerator and the other two boilers. By
means of a heat exchanger the heat is transfered into the district-heating network of Lielvarde.
The thermal power will be at least 1.6 Mw. The cogenerator produces electrical power with a maximum
of 165 kW. This electricity is delivered to the grid of Latvenergo. The thermal capacity of each
boiler is 740 kW. The thermal capacity of the cogenerator is 270 kW.
The cogenerator
The cogenerator is designed for ease of access and maintenance. It consists of the following parts:
* The gas engine. The gas engine complies with the current standards of emission. NOx
–emission < 140 gr / Gj.
* The generator: a brushless three phase generator supplied with a cos-phi controller current
transformer in the terminal cabinet.
The boilers

The Latvian consultant EKODOMA has been awarded with the assignment carry out the
Joint-Implementation study and monitoring activities. At the moment a proposal for this study will
be discussed with JIRC in the Netherlands. The proposal at the moment is:
Proposal Joint-Implementation Baseline and Monitoring Study
EKODOMA will perform for EDON studies for the Netherlands-Latvian Joint-Implementation projects in
the municipalities of Adazi and Lielvarde. The studies to be carried out can be divided into a
baseline study phase and a monitoring phase. For each project a complete baseline and monitoring
study will be carried out resulting in four comprehensive reports in the English language. The
rough outline of the studies is described below this section. Prevailing is the manual "Joint
Implementation Registration Procedure and Certification Procedure" and the "Application
for registration of a Joint Implementation pilot project". Two weeks after signing of this
agreement EKODOMA, EDON and EDON Latvia will outline the Joint Implementation studies described in
more detail.
Outline Baseline Study
The baseline study will have to produce the following:
- A detailed description of the boiler house and district heating system before the realization
of the EDON Latvia projects (boilers, burners, piping, sub-station, electricity consumption, heat
losses, etc.)
- A description of the fuel used in the previous two years (heat value, composition, quality and
cost price)
- An overview of the fuel used for firing the boilers, the system energy conversion efficiency
and the estimated gaseous emissions related to the heat load.
- Measurements of the energy efficiency for different heat loads for the old boiler in case of
the Adazi project. Estimation of the efficiency of the previous boiler in Lielvarde.
- Potential overview of measurements made on air pollution and gaseous emissions in the previous
two years.
- An overview of the realized heat load (load duration curve) for the previous two years and one
load duration curve indexed to normal temperature days.
- An overview of the emissions for the gasses SO2, NOx, CO, CO2 and small dust particles related
to the heat load duration curve.
- An analysis of the relation between heat consumption and other social-economic factors such as
economic growth, inflation, consumer purchase power, heat quality and consumer energy awareness.
- A projection of the gaseous emissions for a period of 10 years, taking the prognosed
socio-economic developments into account and also indicating the range for uncertainty under a
reliability of 95% .
- Determination of the average yearly gaseous emissions per kWh produced by the mix of power (oil
shale, peat, hydro) and import facilities (oil shale and nuclear) for the comparable electricity
base load in Latvia.
- Projection of the savings in gaseous emissions due to a higher energy conversion efficiency,
the effect of fuel switching and the substitution of electricity produced by the normal baseload
facilities for a period of 10 years and also indicating the range uncertainty under a reliability
of 95%.
Other information to be determined in detail in mutual adjustment between EKODOMA, EDON and the
Joint-Implementation Registration Centre in the Netherlands.
The two baseline studies should be carried out within a period of three months after signing of the
agreement. The baseline studies result in two baseline study reports in the English language to be
send to EDON.
Outline Monitoring study
The monitoring study will consists of two parts:
The environmental monitoring
The environmental monitoring consists of measurements of at least five days every month until 31
December 1998. The measurements include the emissions of the greenhouse gasses, small dust
particles and other environmental effects for several heat loads during the day. The environmental
monitoring report will describe the result of the measurements, the reliabilities and
uncertainties, the research methodology (instruments and procedures), analysis of results and a
comparison with the projected cumulative gaseous emissions. The environmental monitoring will
result in a comprehensive final report written in the English language and to be send to EDON
before 15 January 1999.
The socio-economic monitoring
EKODOMA will do a survey among the households and businesses using the heat produced by the
modernized boiler house. The survey should assess the household attitude towards heat pricing,
billing, quality of heat, present energy usage for heating and for hot tap water, perception of
reduction of air pollution and awareness of energy saving and international co-operation. Two
surveys based on a statistical representative sample on household level will be held. The first
survey to be held within one month after signing of this contract and the second survey within nine
months after signing of this contract. The socio-economic monitoring report should reflect the
attitude of the people at two time stages, the developments and an analysis of the potential causes
for position and differences. The socio-economic monitoring study should result in a socio-economic
monitoring report to be send to EDON before 15 December 1998.
The planning for these activities to be carried out by EKODOMA is the
following:
- Start of the baseline study (within one week after signing of the agreement)
- End of the baseline studies (within three months after signing of the agreement)
- Start of the monitoring study (within two weeks after signing of the agreement)
- End of the monitoring study 31 December 1998.

B. Governmental acceptance, approval or endorsement
Bearing in mind that all activities implemented jointly under this pilot phase require prior acceptance,
approval or endorsement by the Governments of the Parties participating in these activities, which shall be
shown as follows:
(a) In the case of joint reporting, the report is submitted by the designated national authority of one
participating Party with the concurrence of all other participating Parties as evidenced by attached
letters issued by the relevant national authorities;
(b) In the case of separate reporting, the reports are submitted separately by the designated national
authority of each and every participating Party. Information will only be compiled once reports have been
received from all participating Parties.

The projected emission reductions have not yet been estimated properly, however the first indications
show an annual 3,400 tons of CO2-equivalents reduction for both projects together.

G. Contribution to capacity building, transfer of environmentally sound technologies and know-how to

In the projects there are two modes of technology transfer:
I. the small scale co-generations are the first on the Latvian energy market. EDON has to given
technical assistance to involved Latvian authorities about the technologies used in the modernized boiler
houses. EDON also gives training to its Latvian personnel involved in the operations and maintenance,
accountancy, marketing, etc.
II. The two projects in Lielvarde and Adazi provide hands-on training projects to EKODOMA in the course
of the execution of the Joint-Implementation study and monitoring activities, hereby assisted by EDON.

The environmental permitting regulations are not taking new technologies to their full account. System
design is confronted with rules only applicable for boiler houses fired by mazut (heavy fuel oil). Also
regulations in the field of technical specifications on equipment and use of natural gas are not in
