(reproduced in annexes I and II to this reporting format). The SBSTA notes that the uniform reporting
format could possibly require revision in the light of experience gained and methodological work conducted
under the pilot phase.

The project mitigates methane emissions from landfills by extraction, flaring and utilizing
landfill gas. The gas would otherwise be emitted directly into the atmosphere. To this end
extraction equipment, interconnecting pipework and a compressor station have been installed.

From waste amounts and age of waste the potential ladfill gas production (at present and in the
future) was calculated. With the extraction equipment the extracted amounts and quality of the gas
are registered. With these data the reduction in emission of methane is calculated. In addition
landfill gas will be utilized for electricity production. These quantities will be registered
separately by gas and kWh meters.

Describe briefly how costs are determined:
After installation of extraction equipment some revenues are collected. Costs per avoided ton of
CH4 are calculated as an accumulated estimate by determining total costs (minus revenues) over a
period of 10 years and the total amount of methane extracted during this period. The conversion into costs
per ton COx equivalent is based upon the lastest IPCC estimates for the direct global warming
potential for CH4.

Geopolis, the Russian counterpart, is responsible for registration and collection of extraction
data from metering and monitoring equipment installed at both landfills. The collected data consist
of amounts of gas extracted and flared (in m3) and the methane content of the gas.
Additionally, the quantities of gas used for electricity production will be registered (in
m3) and the amount of electricity produced (measured in kWh).
At two times during the monitoring period a determination of the remaining gas emissions will take
place. This is done by measuring gas flow and gas concentrations in the covering layer of the
landfill. By using a large number of points the overall emission can be calculated. The first
measurement refers to the baseline situation. The second to the situation with gas extraction in
operation.

B. Governmental acceptance, approval or endorsement
Bearing in mind that all activities implemented jointly under this pilot phase require prior acceptance,
approval or endorsement by the Governments of the Parties participating in these activities, which shall be
shown as follows:
(a) In the case of joint reporting, the report is submitted by the designated national authority of one
participating Party with the concurrence of all other participating Parties as evidenced by attached
letters issued by the relevant national authorities;
(b) In the case of separate reporting, the reports are submitted separately by the designated national
authority of each and every participating Party. Information will only be compiled once reports have been
received from all participating Parties.

The project contributes to the national and regional willing in raising waste managment practices
to a higher level. Both projects may set an example for other landfills in the Russian Federation,
where landfilling is one of the most important ways of waste disposal at this moment.
Furthermore, the projects create local environmental benefits by a reduction in odour emission at
both landfills and (small) economic benefits by the sale of electricity produced.

E. 1) Estimated emissions without the activity (project baseline):
Description of the baseline or reference scenario, including methodologies applied:
Landfilling is one of the most important ways of waste disposal in Russia at this moment. The projects in
Serpuchov and Mytishi are the first gas extraction projects in Russia. If the projects would not have been
implemented, free emissions into the atmosphere from landfills would still occur for at least the
evaluation period of 10 years.
The baseline is formed by the prognosis for the degradation of organic material or the gas production of a
landfill site. For this prognosis the tipping data (amount of wastes disposed in time, types of waste, age
and geometry of the landfill site) are combined with known and experience data from literature and other
projects to calculate the typical gas production of a landfill site.
In addition a determination of the quantity of gas is performed at two times during the monitoring period.
First to establish the baseline; the second measurement to estimate the effect of the project.

Baseline calculations are combined with experience data of extraction efficiencies. This information gives
insight in the possibilities for gas extraction and emission reduction. Conversions of methane emission
reductions into CO2 emissions are carried out using global warming potentials as reported by
IPCC. The basis for this is formed by the registered quantities and concentrations of gas extracted.

G. Contribution to capacity building, transfer of environmentally sound technologies and know-how to

Know-how on emission reduction technology and extraction and monitoring equipment have been transferred.
Capacity building was created by training of personnel on site, joint workshops in the Netherlands and in
Russia and by supervision and monitoring of the projects.
Apart from a direct relationship with the emission reduction of greenhouse gases by extracting landfill
gas, the quality of waste disposal and awareness of environmental consequences have been raised.
