It is noted that the reporting should be consistent with decision 5/CP.1 and 8/CP.2 (reproduced in annexes I and II to this reporting format). The SBSTA notes that the uniform reporting format could possibly require revision in the light of experience gained and methodological work conducted under the pilot phase.

Gazprom and Ruhrgas will pool their know-how in pipeline system control optimization. For this cooperation projekt, Gazprom selected a section of the Volgotransgaz pipeline system as a pilot project. Project partners include the Gazprom subsidiary Volgotransgaz and the All-Russian Scientific Research Institute of Natural Gases and Gas Technology (VNIIGAZ) and Ruhrgas AG. Volgotransgaz is the operator of a transmission system in the Nizni Novgorod area. As a research institute, VNIIGAZ can draw on comprehensive scientific know--how in many areas of the gas industry. Ruhrgas - as one of the leading European gas companies - modelled the transportation system of Volgotransgaz and has made calculation for optimized operation of this system. For this purpose, software already used at Ruhrgas has been adapted to meet specific Volgotransgaz system requirements. The optimization software is provided by LIWACOM Informationstechnik GmbH, a Ruhrgas affiliate.

B. Governmental acceptance, approval or endorsement

Bearing in mind that all activities implemented jointly under this pilot phase require prior acceptance, approval or endorsement by the Governments of the Parties participating in these activities, which shall be shown as follows:

(a) In the case of joint reporting, the report is submitted by the designated national authority of one participating Party with the concurrence of all other participating Parties as evidenced by attached letters issued by the relevant national authorities;

(b) In the case of separate reporting, the reports are submitted separately by the designated national authority of each and every participating Party. Information will only be compiled once reports have been received from all participating Parties.

E. Calculation of the contribution of activities implemented jointly projects that bring about real, measurable and long-term environmental benefits related to the mitigation of climate change that would not have occurred in the absence of such activities

E. 1) Estimated emissions without the activity (project baseline):

Description of the baseline or reference scenario, including methodologies applied: To drive the above mentioned compressor systems, about 3 bill. m³ of natural gas are needed every year. Combustion of 1 m³ of gas results in roughly 2 kg of CO2 emissions.

Optimization results in reduced fuel gas consumption and lower greenhouse gas emissions. In addition, decreasing compressor operating hours leads to less maintenance work and extended service life.

The aim is to optimize compressor unit use with an appropriate allocation of flows to the parallel lines in the Uzhgorod corridor. Calculations have shown that on avarage, a total of some 2,5% or 75 mill. m³ of fuel gas can be saved annually. The "SIMONE" software program is intended to make full use of this realistic potential. This should be the minimum of reduction.

The results of the optimization of the transportation operating system of Wolgotransgas can be summarised as follows:

Know how transfer by involvement of All-Russian Scientific-Research Institute of Natural Gases and Gas Technologies (VNIIGAZ) for the entire duration of the pilot project.

After implementation and training at Volgotransgaz the russian partner with assistence of Ruhrgas is enabled to apply this software package to other transportation companies of Gazprom.
