In accordance with decision 13/CMP.1, the Conference of the Parties serving as the meeting of the Parties to
the Kyoto Protocol (CMP) requested the secretariat to begin publishing the annual compilation and accounting
reports referred to in paragraph 61 of the annex to that decision after completion of the initial review
under Article 8 of the Kyoto Protocol and resolution of any questions of implementation relating to
adjustments under Article 5, paragraph 2, of the Kyoto Protocol, or its assigned amount pursuant to Article
3, paragraphs 7 and 8, of the Kyoto Protocol.
The secretariat published the first compilation and accounting report in November 2008 containing the initial
accounting parameters recorded in the compilation and accounting database (CAD) as at 18 September 2008 after
the completion of the initial review under the Kyoto Protocol by expert review teams (ERTs) and the
resolution of any questions of implementation. The annual reports for future years will include detailed
information on holdings and transactions of Kyoto Protocol units as such information becomes available.
