Abstract The second phase determines the potential development and the technology needs assessment in the priority areas of economy in the Republic of Tajikistan on greenhouse gas emissions and adaptation. The economic and environmental efficiency, and the legislative and institutional bases are analysed. Barriers and possible ways to overcome these are determined for technology transfer and project realization. Particularly important is to improve the policy and measures aimed at involving investments to solve the climate change issues in Tajikistan and to mobilize the internal reserves.
