Abstract
1. The Subsidiary Body for Scientific and Technological Advice (SBSTA), at its thirtyseventh session, agreed on the work programme on the revision of the guidelines for the review of biennial reports and national communications, including national inventory reviews, for developed country Parties.1 The Conference of the Parties (COP) adopted, by decision 23/CP.19, the guidelines for the technical review of biennial reports and national communications by Parties included in Annex I to the Convention (Annex I Parties). The annex to that decision contains a placeholder for the guidelines for the technical review of greenhouse gas (GHG) inventories from Annex I Parties, to be further discussed at SBSTA 40, with a view to adopting a decision at COP 20.
2. SBSTA 39 invited Parties to submit to the secretariat detailed views on the structure, outline, key elements, including the purpose and scope of the review, timing and reporting, and content of the guidelines for the technical review of GHG inventories from Annex I Parties. It requested the secretariat to prepare a synthesis report3 on those views and a draft of the revised guidelines4 based on those submissions,5 as input to the second technical workshop (held from 8 to 10 April 2014 in Bonn, Germany) under the work programme referred to in paragraph 1 above.

The annex contains the draft revised guidelines for the technical review of GHG inventories from Annex I Parties, as well as the guidelines for the technical review of biennial reports and national communications adopted by the COP by decision 23/CP.19. The draft text shows the additions and deletions made during the workshop referred to in paragraph 2 above.7 Additions are shown as double-underlined text and deletions as double-strikethrough text. Square brackets are used around text still under discussion. “Placeholders” indicate that a certain issue needs further attention and that text on that issue may need to be inserted. Highlighted paragraph references need to be reviewed for correctness. “Notes” provide a rationale for the proposed change. “Options” are different proposals for a sentence, paragraph or chapter.
4. The draft revised guidelines for the technical review of GHG inventories from Annex I Parties contained in the annex, together with the workshop report,8 will be submitted to SBSTA 40 for further consideration.
