Submissions are a very important element of sharing information, building understanding and advancing work
inter-sessionally in a transparent and inclusive manner. The secretariat recently introduced
this new submission portal to enhance the user-friendliness and efficiency in submitting and
viewing the information and views from Parties.
Parties are invited to use the portal to upload their information and views, including in
response to new/extended calls reflecting the outcomes of the last session of the subsidiary bodies held in
June in Bonn and that are listed in the notification of 4 July 2014 and those listed in the notification of
13 December 2013 (see INFO box).
The portal is being deployed in phases to progressively replace the submission pages previously available on
the UNFCCC web site and ensure a smooth transition. The current first phase only concerns those submissions
by Parties to be considered by the Conference of the Parties (COP), the Conference of the Parties serving as
the Meeting of the Parties to the Kyoto Protocol (CMP), the Subsidiary Body for Scientific and Technological
Advice (SBSTA) and the Subsidiary Body for Implementation (SBI).
Until the next release of the portal, which is planned to take place prior to the October session of the Ad
Hoc Working Group on the Durban Platform for Enhanced Action (ADP), submissions that are being
considered by the ADP continue to be presented in the traditional submission page accessible at
and following the traditional process, i.e. Parties sending
their submissions by email to firstname.lastname@example.org.
The first deployment phase also does not support the upload and presentation of submissions from
observer organizations. Observer organizations are invited to continue to submit their views, as per
current practice, via email. The views will be posted on the "submissions from observer organizations'
The submission portal is a public site. However, for Parties to be able to upload submissions, access
rights are required. Parties can obtain them by having their National Focal Point
