The Conference of the Parties, by decision 11/CP.17, paragraph 5, invited Parties to submit to the secretariat annually their views and recommendations on the elements to be taken into account in developing guidance to the Global Environment Facility. The secretariat has received one submission, on 24 September 2012.1 In accordance with the procedure for miscellaneous documents, this submission is attached and reproduced in the language in which it was received and without formal editing
