The Conference of the Parties, by its decision 1/CP.16, paragraphs 82, 86 and 87, invited admitted observer organizations to submit to the secretariat, by 21 February 2011, their views on the elaboration of market-based and non-market-based mechanisms and the evaluation of various approaches in enhancing the cost-effectiveness of, and promoting, mitigation actions. The secretariat has received thirty-one such submissions from the admitted observer organizations listed in the annex.
