This document outlines draft terms of reference for the second comprehensive review of the framework for capacity-building in developing countries. It builds upon work undertaken on the monitoring and evaluation of the implementation of capacity-building under decisions 4/CP.12 and 6/CMP.2, and takes into account issues under consideration under the Bali Action Plan on the monitoring, reporting and verification of capacity-building. The document discusses possible sources of information for the review and expected outcomes, as well as potential roles of different stakeholders
