Updated proposal for possible revision of the UNFCCC reporting guidelines on global climate change observing systems. Submission from the secretariat of the Global Climate Observing System.
The Subsidiary Body for Scientific and Technological Advice (SBSTA), at its twenty-third session, agreed to revise the âUNFCCC reporting guidelines on global climate change observing systemsâ (FCCC/CP/1999/7, chapter III) in order to reflect the priorities of the Global Climate Observing System (GCOS) implementation plan and incorporate the reporting on essential climate variables (FCCC/SBSTA/2005/10, para. 97). The SBSTA agreed to consider this issue at its twenty-fifth session and invited the GCOS secretariat to submit to the SBSTA a proposal on ways and means to address these needs. Such a proposal was submitted by the GCOS secretariat prior to the twenty-fifth session of the SBSTA (FCCC/SBSTA/2006/MISC.12). At that session, the SBSTA agreed to consider revised guidelines based on this proposal or on any updated version provided by the GCOS secretariat, as appropriate, at its twenty-seventh session (FCCC/SBSTA/2006/11, para. 95). The GCOS secretariat has submitted an update to its proposal for the possible revision of the UNFCCC reporting guidelines based on further comments provided by scientific and government experts. This updated proposal is contained in this document.
