This note contains information on the proposed structure and content of an information network clearing house to facilitate the implementation of Article 6 of the Convention. It also contains a proposal for the development and implementation of the project, including roles and responsibilities of the various actors in the short and long term, the development of a prototype, and estimates of resource requirements
