Review of the implementation of commitments and of other provisions of the Convention. Financial mechanism. Report of the Global Environment Facility to the Conference of the Parties at its fifth sesion. Note by the secretariat.

The Conference of the Parties (COP), at its second session, by decision 12/CP.2, adopted and thereby brought into force a Memorandum of Understanding (MOU) between the COP and the Council of the Global Environment Facility (GEF) (FCCC/CP/1995/7/Add.1). The MOU provides, inter alia, that annual reports of the GEF be made available to the COP through the secretariat. The report, included in this document, has been submitted by the GEF secretariat in response to that provision. The MOU further provides that, in accordance with Article 11.1 of the Convention, the COP will, after each of its sessions, communicate to the GEF any policy guidance approved concerning the financial mechanism
