This document is an addendum to the secretariat's proposal for revised guidelines for the preparation of national communications by Annex I Parties (FCCC/SBSTA/1996/9). It should be read in conjunction with that document and with the second compilation and synthesis of national communications (FCCC/CP/1996/12 and Add. 1 and 2). It should also be read in conjunction with the submissions of the seven Parties that commented on potential revisions to the guidelines for the preparation of national communications by Annex I Parties (FCCC/SBSTA/1996/MISC. 4)
