Parties shall take into full consideration, in the implementation of the commitments of the Convention, the specific needs and concerns of developing
country Parties arising from the impact of the implementation of response measures. When addressing
climate change concerns, the Kyoto
Protocol commits Parties to strive to minimize adverse economic, social and environmental impacts on
other Parties, especially developing country Parties and in particular those identified in Articles 4.8 and
4.9 of the Convention, taking into account Article 3 of the Convention. Article 4.8 of the Convention and
Articles 2.3 and 3.14 of the Kyoto Protocol provide a basis for addressing the impact of the implementation
of response measures. Response measures are further being addressed in the context of the Bali Roadmap
process, the Cancun Agreement and the Durban Outcome as outlined below.

Economic and social consequences of
response measures
At AWG-LCA 14, part IV, Parties met in an informal
group. Submissions made during the session are contained in CRP. 37/Add.1.
Further work under-taken in the informal group is reflected in CRP.39. Following
further work in an informal drafting group under the COP, Parties agreed on a draft
decision (pages 15-16), which recognizes the
establishment of the forum and the adoption of the work programme on the impact of the
implementation of response measures, consolidating related issues. This decision was adopted by the
COP.

Overview
In the context of the AWG-LCA, paragraph 1 (b) (vi)
of the Bali Action Plan refers to the need to consider the Economic
and social consequences of response measures when addressing enhanced national/international
action on climate change mitigation.
The AWG-KP is considering information on
potential environmental, Economic and social consequences, including spillover effects, of
tools, policies, measures and methodologies available to Annex I Parties in the context of further
commitments for Annex I Parties under the Kyoto Protocol.

Forum on the impact of the implementation of response measures
Recent developments
28 November - 3 December 2011, Durban
At SB 35, the SB Chairs convened again the Joint SBI/SBSTA forum,
continuing consideration of elements for a work programme and a possible forum on the impact of the
implementation of response measures to be adopted at COP17. In addition, a special event in the
context of the Joint SBI/SBSTA forum was held on 1 December. As Parties were not able to conclude on
their work, the issue was forwarded to the COP President for further consideration and finalization.
The COP President requested the SB Chairs to continue consultations which ended in a
decision on the forum and the work programme on the impact of the implementation of response
measures, consolidating related issues. This decision was adopted by the COP.

Matters relating to Articles 2.3 and 3.14 of the Kyoto Protocol

Joint Workshop on matters relating to Article 2, paragraph 3, and Article 3, paragraph 14, of the
Kyoto Protocol. The adopted conclusions can be found in document

Overview
Articles 2.3 and 3.14 of the
Kyoto Protocol stipulate that Annex I Parties shall strive to implement their commitments in such
a way as to minimize adverse effects, including the adverse effects of climate change, effects on
international trade, and social, environmental and economic impacts on other Parties. By its
adoption of decision 31/CMP.1,
the CMP agreed to the implementation of Article 3.14 of the Protocol. The CMP is required to consider
the actions that are necessary to minimize the impact of the implementation of response measures on
other Parties, in particular developing country Parties and to consider the establishment of funding,
insurance and transfer of technology.

Overview
The Buenos Aires programme of work on adaptation and response measures aims to
respond to the adverse effects of climate change as referred to in Article 4 of the Convention, and
provides for ways to address the impact of the implementation of response
measures.
