Chronology: Impact of the implementation of response measures

|
03 June - 14 June, Bonn (SB 38)
At SB 38, Parties will continue the implementation of the work programme under the joint SBI & SBSTA
forum on the impact of the implementation of response measures as per schedule with in-forum workshops,
expert meeting and discussion.
26 November- 07 December, Doha (SB 37)
At the 37th meeting of the subdsiary bodies, Parties started the operationalization of the work programme
with 4 planned activities, including in-forum workshops and an in-forum dicussion session.
14 May - 25 May, Bonn (SB 36)
As per Decision 8/CP.17, the Chairs of the SBSTA & SBI convened the joint forum on the Impact of
the implementation of response measures and in Bonn Parties agreed on the activities to be performed
under each of the eight areas of the work programme between SB 37 and SB 39.
28 November - 9 December, Durban
At COP 17, Parties adopted a work programme with
the objective of improving the understanding of the impact of the implementation of response
measures in eight distinct areas (overview below). In addition, the COP
decided to establish the forum on
the impact of the implementation of response measures mandated to meet twice a year under a joint
agenda item of the subsidiary bodies. The subsidiary bodies have a mandate to review at SB 39 the
work of the forum including the need for its continuation, with a view to providing
recommendations to the COP 19. Thus, the forum consolidates all progressive discussions related
to response measures under the Convention and the Kyoto Protocol
Under the Convention
Economic and social consequences of response measures
At AWG-LCA 14, part IV, Parties met in an
informal group. Submissions made during the session are contained in CRP. 37/Add.1.
Further work under-taken in the informal group is reflected in CRP.39.
Following further work in an informal drafting group under the COP, Parties agreed on a
draft decision (pages 15-16), which recognizes the
establishment of the forum and the adoption of the work programme on the impact of the
implementation of response measures, consolidating related issues. This decision was adopted by
the COP.
Forum on the impact of the implementation of response measures
At SB 35, the SB Chairs convened again the Joint SBI/SBSTA forum, continuing consideration of
elements for a work programme and a possible forum on the impact of the implementation of
response measures to be adopted at COP17. In addition, a special event in the
context of the Joint SBI/SBSTA forum was held on 1 December. As Parties were not able to conclude
on their work, the issue was forwarded to the COP President for further consideration and
finalization. The COP President requested the SB Chairs to continue consultations which ended in
a
decision on the forum and the work programme on the impact of the implementation of
response measures, consolidating related issues. This decision was adopted by the COP.
Progress on the implementation of decision 1/CP.10 (Response measures)
At SB 35, Parties considered the report of the
workshop on promoting risk management approaches on the specific needs and concerns of developing
country Parties arising from the impact of the implementation of response measures.
Under the Kyoto Protocol
Consideration of information on potential environmental, Economic and social
consequences, including spillover effects, of tools, policies, measures and methodologies
available to Annex I Parties.
At AWG-KP 16, part IV, Parties agreed on a
draft decision which recognizes the establishment of the forum and the adoption of the work
programme on the impact of the implementation of response measures, consolidating related issues.
This decision was adopted by the CMP.
Matters relating to Articles 2.3 and 3.14 of the Kyoto Protocol
At SB 35, Parties considered the report of the
joint workshop on matters relating to Article 2, paragraph 3, and Article 3, paragraph 14, of the
Kyoto Protocol. The adopted conclusions can be found in document
FCCC/SBSTA/2011/L.21-FCCC/SBI/2011/L.29.

At AWG-LCA 14, part III, Parties
met in several informal meetings. A
note by the facilitator (132 kB) outlines issues discussed. Submissions made during the
sessions are contained in CRP 14, 29 and 30 and are available here.
Under the Kyoto Protocol
Consideration of information on potential environmental, Economic and social
consequences, including spillover effects, of tools, policies, measures and methodologies
available to Annex I Parties.
At AWG-KP 16, part III, Parties met in a
spin-off group to consider the remaining options on the possible institutional arrangement to
deal with the potential consequences of response measures. As Parties did not reach any agreement
this matter will be taken up again at AWG-KP 16, part IV.

Under the Convention
Economic and social consequences of response measures
At AWG-LCA 14, part II, Parties met in two
spin-off groups. A
summary note by the facilitator outlines issues discussed. Submissions made during the
sessions will be compiled in a miscellaneous document and can be seen here.
At AWG-LCA 14, part I, an
agenda (139 kB) was adopted containing item 3.2.6, Economic and social consequences of
response measures.
Forum on the impact of the implementation of response measures
Three sessions of the Joint SBI/SBSTA forum were held, initiating consideration of elements for a
work programme and a possible forum on response measures to be adopted at COP17 (see FCCC/SBSTA/2011/L.16- FCCC/SBI/2011/L.18). The Joint SBI/SBSTA forum
will continue at SB 35.
In addition, a
special event in the context of the Joint SBI/SBSTA forum was held on 13 June. Observer
organizations provided information and expertise in such areas as Modelling, economic
diversification, just transition of the work force, and health- and trade-related issues. The
secretariat has been requested to prepare a report on this special event and to make it available
at SB 35.
Progress on the implementation of decision 1/CP.10
At SBI 34, Parties agreed to continue considering this matter at SBi 35, on the basis of the
draft decision text contained in the
report of the SBI 32 (annex IV), taking into account relevant decisions
adopted by the COP 16, with a view to recommending a draft decision for adoption by the
COP. The Parties also took note of the progress made in the implementation of the interim
actions referred to in the SBI 33 conclusions (FCCC/SBI/2010/27, paragraphs 83-90). See draft
conclusions proposed by the Chair.

At AWG-KP 16, part II (June 2011), Parties met
in a spin-off group to consider the remaining options on the possible institutional arrangements
to deal with potential consequences of response measures. As Parties did not reach any
agreement on this matter, it will be taken up again at AWG-KP 17.
Matters relating to Articles 2.3 and 3.14 of the KP
At SB 34 the subsidiary bodies considered the synthesis of information and views on issues that
will be addressed at the joint workshop on matters relating to Article 2, paragraph 3, and
Article 3, paragraph 14, of the Kyoto Protocol. They identified issues that will be
addressed at the joint workshop and agreed that, inter alia, the following issues will be
considered: sharing of information; minimizing the adverse effects through a process to implement
these articles which will include further implementation of decision 31/CMP.1, research
and assessment, enhancing support to developing country Parties, particularly those identified in
Article 4.8 and 4.9, of the Convention, and enhancing reporting and verification. The adopted
conclusions can be found in documents FCCC/SBI/2011/L.12 and
FCCC/SBSTA/2011/L.12.
Parties also agreed to continue to discuss these matters, including consideration of the workshop
report in a joint contact group to be established by them at SB 35.
