Introduction
The Least Developed Countries Fund
(LDCF) was established to support a work programme to assist Least Developed Country Parties
(LDCs) carry out, inter alia, the preparation and implementation of national
adaptation programmes of action (NAPAs).
The Global Environment Facility (GEF), as an
operating entity of the financial mechanism of the Convention, has been entrusted to operate this
Fund through
decision 27/CP.7.
The Conference of the Parties (COP), at its eleventh session,
agreed on provisions to operationalize the LDCF to support the
implementation of national adaptation programmes
of action (NAPAs), providing guidance with regards to priority areas and
provisions on full-cost funding and co-financing scale (Decision
3/CP.11).
Recent Developments
COP 18 welcomed the increased allocation and disbursement of funds to LDCs under the LDCF and noted
with appreciation the Parties included in Annex II to the Convention that have made additional
contributions to the LDCF.
It requested the GEF:
- To continue to support all activities contained in the LDC work programme;
- To continue mobilizing resources to ensure the full implementation of the LDC work programme,
including the implementation of the elements of the work programme other than NAPAs, through, inter
alia, capacity-building to improve coordination at different levels of government and across sectors
in order to improve project performance in the LDCs, with regard to the implementation of the
Convention;
- To further facilitate access to the LDCF by the LDCs;
- To further enhance a country-driven process for the implementation of NAPA projects and the
implementation of programmatic approaches;
- To continue raising awareness of the need for adequate and predictable resources under the LDCF
to allow for the full implementation of the LDC work programme, in particular NAPAs;
- And to enhance communication with its implementing agencies on the updated operational guidelines
for the LDCF.
Annex II Parties and other Parties in a position to do so to contribute on a voluntary basis were
invited to continue contributing to the LDCF in order to support the implementation of the LDC
work programme, considering the options contained in the report on
the twenty-first meeting of the LEG.
Parties and relevant organizations were invited to submit, by 1August 2014, information on their
experiences with the implementation of the remaining elements of the LDC work programme, considering
the options contained in the report on
the twenty-first meeting of the LEG, for consideration by the Subsidiary Body for Implementation
(SBI) at its forty-first session. The secretariat will prepare a synthesis report on the progress made
in the
implementation of the remaining elements of the LDC work programme. The SBI was also requested to
consider, at its forty-first session, the progress made in the implementation of the remaining elements
of the LDC work programme, including the updating and implementation of NAPA, with a view for COP 20 to
provide appropriate further guidance to the LDCF.
