Finance Portal for Climate Change (First Version)

Welcome to the first version of Finance Portal for Climate Change. This portal was designed in response to a mandate by the Conference of the Parties (COP), requesting the secretariat to collect information on activities funded in developing countries to implement the Convention.

Objectives

In responding to the request of Parties, the secretariat hopes that this portal will help to achieve the following key objectives:

  • Assisting Parties in monitoring the financial mechanism of the Convention, in particular through the provision of information on bilateral, multilateral and regional resources provided by developed country Parties to developing countries; and
  • Informing the intergovernmental process under the UNFCCC and relevant stakeholders on the mobilization of resources to support developing countries in the implementation of their commitments under the Convention, in particular with regard to the preparation of national communications.

About the first version

The first version of the Finance Portal for Climate Change presents information on financial resources that have been made available to Non-Annex I countries to the UNFCCC.  This version includes:

  • The pilot version of the National Communications Module of the Finance Portal for Climate Change.  This module presents information communicated by Annex II Parties on the provision of financial resources related to the implementation of the Convention through their fourth and fifth national communications.
  • The portal also includes a module on "fast-start finance."  Fast-start finance refers to the collective commitment by developed countries to provide new and additional resources, including forestry and investments through international institutions, approaching USD 30 billion for the period 2010 - 2012. Mitigation and adaptation should receive a balanced allocation of fast start finance, and funding for adaptation is expected to be prioritized for the most vulnerable developing countries, such as the least developed countries, small island developing States and Africa. The COP invited developed country Parties to provide information on their efforts to achieve this goal and how developing country Parties can access these resources.  This section presents information as submitted by developed country Parties.

The UNFCCC secretariat is also developing a module on Funds managed by the Global Environment Facility (GEF) and plans to launch it at COP 17 in Durban. Other modules are in the planning and development process.

Module: National Communications

At the pilot stage, the National Communications module presents information communicated by Annex II Parties on the provision of financial resources related to the implementation of the Convention through their fourth and fifth National Communications. 

Module: Fast-start Finance

The module on "fast-start finance" presents information as submitted by developed country Parties on the resources provided to achieve the above mentioned goal, including ways in which developing country Parties access these resources.

Module: Funds Managed by the GEF

This module is a result of a joint effort between the secretariat of the UNFCCC and the secretariat of the Global Environment Facility (GEF). The information that will be presented under this module will show financial flows that have been channelled, mobilized and leveraged by the GEF in its role as an operating entity of the Financial Mechanism of the UNFCCC.

This module is scheduled to be launched at COP 17 in Durban.
