The Special Climate Change Fund (SCCF)

Introduction
The Special Climate Change Fund (SCCF) was established under the Convention in 2001 to finance
projects relating to: adaptation; technology transfer and capacity building; energy, transport,
industry, agriculture, forestry and waste management; and economic diversification. This fund
should complement other funding mechanisms for the implementation of the Convention ( decision
7/CP.7 (163 kB) ).
The Global Environment Facility (GEF), as an operating entity of the
financial mechanism, has been entrusted to operate the SCCF. In 2004, the GEF Council approved a
programming document which provides the operational basis for funding activities under the SCCF
( GEF/C.24/12).

Recent Developments
|

|
|
The COP, by its decision
1/CP.12 (189 kB) , decided to assess, at its 15th session in December 2009, the status of
implementation of paragraph 2 (a–e) of that decision, with a view to considering further guidance on how the SCCF
shall support concrete implementation of projects relating to response measures, in
accordance with paragraphs 22–29
of decision
5/CP.7 (163 kB) . In this context, the SBI, at its 30th session, invited Parties to
submit to the secretariat their views and recommendations on the aforementioned assessment. No
submissions were received.
The SBI considered this sub-item again at its 31st and 32nd sessions, but was unable to complete its
deliberations.
At its 33rd session, the SBI concluded the assessment of the SCCF. In decision
4/CP.16 (12 kB) , the COP also requested the entity entrusted with the operation of this Fund to
include in its report to COP 17 information on the implementation of paragraphs 2(a-d) of decision
7/CP.7 (163 kB) . In decision
decision -/CP.17, COP 17 repeated this request.
In its guidance to the GEF, decision
-/CP.17, COP 17 requested the GEF to clarify the concept of additional costs as applied to
different types of adaptation projects under the SCCF which seek to respond to climate change risks,
and, furthermore, to continue to provide financial resources to developing countries for strengthening
existing and, where needed, establishing national and regional systematic observation and monitoring
networks under the SCCF.
