Transparency of Climate Finance (ex-ante)
The process to identify the information to be provided by Parties in accordance
with Article 9, paragraph 5, of the Paris Agreement

In the context of the adoption of the Paris Agreement, the COP decided to initiate at COP 22 a process to identify the information to be provided by Parties, in accordance with Article, 9, paragraph 5, of the Paris Agreement with a view to providing a recommendation for consideration and adoption by the Conference of the Parties serving as the meeting of the Parties to the Paris Agreement at its first session (decision 1/CP.21, paragraph 55). Article 9, paragraph 5 stipulates that developed country Parties shall biennially communicate indicative quantitative and qualitative information related to the provision and mobilization of climate finance, as applicable, including, as available, projected levels of public financial resources to be provided to developing country Parties; and other Parties providing resources are encouraged to communicate biennially such information on a voluntary basis.

Having initiated this process, COP 22, by pdf-icon decision 13/CP.22, requested the secretariat to organize a round-table discussion among Parties on this matter in conjunction with the forth-sixth sessions of the subsidiary bodies (May 2017) and prepare a summary report for consideration by COP 23 (November 2017).
