Workshops to Familiarize Parties with the Process and the
Requirements for the Accreditation of National Implementing Entities for Direct Access under the
Adaptation Fund

The Adaptation Fund (AF), established by the Parties to the Kyoto Protocol of the UNFCCC, is mandated
to finance concrete adaptation projects and programmes in developing countries that are Parties to
the Kyoto Protocol. These funds can either be accessed through an accredited Multilateral
Institution, or through an accredited National Implementing Entity (NIE).
This possibility of accessing and managing of multilateral funds independently of multilateral
agencies is one of the innovative features of the AF. For an NIE to be accredited, it has to provide
evidence for being able to meet the fiduciary standards set up by the AF Board. An entity that meets
these standards and in turn becomes an accredited NIE has "direct access" to the resources
of the AF. As half of the funds at the disposal of the AF have been reserved by the AF Board for this
specific modality, this is an important possibility for developing country Parties of the Kyoto
Protocol.
In decision 5/CMP.6, paragraph 8, the Conference of the Parties serving as the Meeting of the Parties
(CMP) requested the secretariat, subject to the availability of resources, in consultation with the
AF Board, and making use of the AF Accreditation Toolkit, lessons learned and best practices, to
conduct up to three regional or subregional, as appropriate, workshops, with the possibility of
another, as circumstances permit and as warranted, in order to familiarize Parties with the process
and the requirements of the accreditation of NIEs for the direct access of the AF.
In total, four regional workshops have been organized by the secretariat for the African region,
Latin America and the Caribbean, Asia and Eastern Europe and the Pacific region. CMP 8 took note of the
successful completion of the series of workshops on the accreditation of NIEs.

Workshop for the Pacific

From 23 to 25 April 2012 the secretariat organized a workshop in Apia, Samoa, in coordination with the
Adaptation Fund (AF) Board Secretariat and in collaboration with the Government of Samoa, pursuant to
decision 5/CMP.6.
The workshop was designed to familiarize participants from the Pacific with the process and the
requirements for the accreditation of National Implementing Entities (NIEs) for the direct access of
the AF.
The workshop was attended by close to 60 participants, which included delegates from 14 countries from
the Pacific, a representative from an accredited NIE from Belize, a representative from the West
African Development Bank as a regional implementing entity (RIE), and observers from, inter alia, the
UNDP, UNEP, the Secretariat of the Pacific Regional Environment Programme, the Pacific Islands Forum
Secretariat, and a representative from the Australian government.
The workshop served as a useful event for sharing lessons learned and enhancing the understanding of
the process for accrediting NIEs, as well as lessons learned from the example of the RIE.

Workshop for Asia and Eastern Europe
From 19 to 21 March 2012 the secretariat organized a workshop in Manila, Philippines, in coordination
with the Adaptation Fund (AF) Board Secretariat and in collaboration with the Government of the
Philippines, pursuant to decision 5/CMP.6. The workshop was designed to familiarize participants from
Asia and Eastern Europe with the process and the requirements for the accreditation of National
Implementing Entities (NIEs) for the direct access of the AF.
The workshop was attended by close to 80 participants, which included delegates from 29 countries
from Asia and Eastern Europe, representatives from accredited NIEs from Jordan and Senegal and
observers from the UNDP, GIZ and the USAID Adaptation Asia-Pacific Project. The workshop served as a
useful event for sharing lessons learned and enhancing the understanding of the process for
accrediting NIEs.

Workshop for Latin America and the Caribbean
|
|
|
|
The secretariat has now organized a second workshop, in consultation with the Adaptation Fund Board,
and in collaboration with UNDP and the Government of Panama, from 10 to 12 November in Panama.
This particular workshop addressed participants from Latin America and the Caribbean region and was
attended by delegates from 26 countries, the chairperson of the Adaptation Fund Board and
representatives from observer organizations for a total of 45 participants. As the preceding event
for the African region, the workshop in Panama was very well received by the delegates from various
Latin American and Caribbean countries, in terms of the valuable insights and greater understanding
of the requirements for accrediting NIEs.

Workshop for the African Region

From 5 to 6 September 2011 the secretariat organized a workshop in Mbour, Senegal, in coordination
with the Adaptation Fund (AF) Board Secretariat and in collaboration with the Government of Senegal,
pursuant to decision 5/CMP.6. The workshop was designed to familiarize the participants from the
African Region with the process and the requirements for the accreditation of NIEs for the direct
access of the AF.
The workshop was attended by close to 100 participants which included delegates from 41 African
countries, and also had the participation of representatives from the current African accredited NIEs
from Senegal and Benin as well as observers from the Government of Japan, European Union, UNDP, and
UNEP. The workshop was acknowledged by participants as a useful event for sharing lessons learned and
enhancing the understanding of the process for accrediting NIEs.
