4th meeting of the Adaptation

At CMP 4/ SBI 29, which was held in Poznań, Poland from 1-12
December 2008, Parties considered the report of the Adaptation Fund Board and adopted a
decision (
1/CMP.4) putting the necessary administrative and legal arrangements in place to allow for
the full operationalization of the Adaptation Fund. In particular, Parties adopted:
Parties also considered how to ensure that developing countries can directly access resources
under the Adaptation Fund. To this effect, Tuvalu submitted a proposal to convey
legal personality and authority to sell CERs upon the Adaptation Fund Board.
After deliberations, Parties agreed that the AFB be conferred with such legal capacity as
necessary for the discharge of its functions with regard to direct access. Following from
that decision, such legal capacity would have to be recognized in some domestic jurisdiction
and a Party to the Kyoto Protocol would need to take the necessary legal measures for that
to occur.

At SBI 28 under agenda item " Other matters", the
Group of 77 and China requested information on the status of the operationalization of the
Adaptation Fund. The SBI Chair invited Mr. Richard Muyungi (Tanzania), Chair of the
Adaptation Fund Board, to report on the work of the board to implement decision
1/CMP.3. The SBI took note of, and expressed its appreciation for, the oral report of
the Chair of the Adaptation Fund Board. It also confirmed its support to the board for its
work.

At CMP 3/ SBI 27, Parties in decision 1/CMP.3 decided
to establish the Adaptation Fund
Board (AFB) as the operating entity to supervise and manage the Adaptation Fund,
under the authority and guidance of the CMP. Parties invited the Global Environment
Facility (GEF) to provide secretariat services to the AFB and the World Bank to serve
as trustee of the Adaptation Fund on an interim basis. These interim institutional
arrangements will be reviewed in 2011.
The CMP further decided that eligible Parties shall be able to submit their project proposals
directly to the AFB and that implementing or executing entities chosen by governments that are
able to implement the projects funded under the Adaptation Fund may also approach the AFB
directly.
29-30 November, Bali, Indonesia
Prior to CMP 3, Parties, in accordance with decision 5/CMP.2, paragraph 7, met for informal
consultations to exchange views and proposals on, inter alia, institutional arrangements for
the Adaptation Fund.
7-18 May, Bonn, Germany
At SBI 26, Parties noted the submission of the
GEF on how it would operationalize decision 5/CMP.2. The SBI considered views from
Parties on eligibility criteria, priority areas and monetization of the share of proceeds for the
Adaptation Fund, and agreed on a negotiating text for a draft
decision to be completed with, inter alia, elements on institutional arrangements. The
SBI noted a paper prepared by the co-chairs of the contact group convened on the Adaptation Fund
containing some points for
discussion on institutional arrangements for further consideration by SBI 27.

At CMP 2/ SBI 25, Parties considered submissions from relevant
international institutions and adopted a decision ( 5/CMP2), which
lays out the guiding principles and modalities with which the Adaptation Fund shall
operate. The decision requested the SBI to develop recommendations to CMP
3 with the aim of adopting a decision on the following issues:
- Eligibility criteria
- Priority areas
- Monetizing the share of proceeds
- Institutional arrangements.
It further invited interested institutions to submit their views on how they would
operationalize this decision.

At SBI 24, Parties considered the submissions from Parties and intergovernmental
organizations as well as the report of the workshop on the Adaptation Fund. The SBI
prepared a
compilation document containing possible elements for a draft decision on the Adaptation
Fund,without prejudice to
further input by Parties.
The SBI invited relevant international institutions, without prejudice to any institution, to
submit further proposals.
3-5 May, Edmonton, Canada
Responding to a request contained in decision 28/CMP.1, a workshop on the Adaptation Fund
was held to promote an exchange of views on further guidance for the operation of the Adaptation
Fund. Following discussions based on submissions from Parties
( Addendum) and submissions from
intergovernmental organizations, presentations and background papers, participants discussed
various options in detail in break-out groups focusing on institutional arrangements for the
management of the Adaptation Fund, share of proceeds and other funding, eligibility and
disbursement requirements, and priority areas.
The workshop
report fed into deliberations of th SBI on further guidance for the operation of the
Adaptation Fund.

At CMP 1/ SBI 23, Parties in decision 28/CMP.1
provided initial guidance to an entity entrusted with the operation of the financial mechanism of
the Convention, for the operation of the Adaptation Fund.
The decision invited Parties to submit their views on specific policies, programme priorities and
eligibility criteria for consideration by SBI 24 and Parties and relevant international
organizations to submit their views on possible arrangements for the management of the Adaptation
Fund for consideration by SBI 24. It also requested the secretariat to organize, before SBI 24, a
workshop to promote an exchange of views on further guidance for the operation of the Adaptation
Fund.

At COP 7/ SBI 15, Parties adopted the Marrakech Accords, which include decision
5/CP.7 on enhancing the implementation of adaptation and decision 10/CP.7 on
funding under the Kyoto Protocol.
In decision 10/CP,7, the COP decided that
- An adaptation fund shall be established to finance concrete adaptation projects and
programmes in developing country Parties that are Parties to the Protocol, as well as activities
identified in paragraph 8 of decision 5/CP.7
- The adaptation fund shall be financed from the share of proceeds on the clean development
mechanism project activities and other sources of funding.
Paragraph 8 of decision 10/CP.7 spells out the activities to be funded from the
Adaptation Fund:
- Starting to implement adaptation activities promptly where sufficient information is
available to warrant such activities, inter alia, in the areas of water resources management,
land management, agriculture, health, infrastructure development, fragile ecosystems, including
mountainous ecosystems, and integrated coastal zone management
- Improving the monitoring of diseases and vectors affected by climate change, and related
forecasting and early-warning systems, and in this context improving disease control and
prevention
- Supporting capacity building, including institutional capacity, for preventive measures,
planning, preparedness and management of disasters relating to climate change, including
contingency planning, in particular, for droughts and floods in areas prone to extreme weather
events
- Strengthening existing and, where needed, establishing national and regional centres and
information networks for rapid response to extreme weather events, utilizing information
technology as much as possible.
