During the second part of the fourteenth session of the AWG-LCA,  Parties involved in the negotiations on capacity-building expressed the need for a focused discussion on developments relating to capacity-building under various thematic areas under the AWG-LCA and within other bodies and initiatives under the Convention.

In the course of the same session, Parties also agreed on the need to have in front of them more detailed information on how capacity-building is being addressed within such bodies and initiatives. 

In response to these needs, the facilitator of the informal group on capacity-building requested the secretariat, under his responsibility, to prepare a background paper containing an inventory of references to capacity-building in mandates, functions and activities of institutions and initiatives under the Convention and references to other capacity-building related issues as being discussed by informal groups on various thematic areas under the AWG-LCA. The background paper is available in the section “Relevant documents” below.

The in-depth discussion on capacity-building work in institutions and initiatives under the Convention, moderated by Mr. Jukka Uosukainen (Finland), the facilitator of the informal group on capacity-building, took place at the third part of the fourteenth session of the AWG-LCA. The facilitators of the AWG-LCA informal groups on mitigation, adaptation, technology and finance, the Chair of the Consultative Group of Experts on National Communications from Parties not included in Annex I to the Convention (CGE), the Vice-Chair of the Least Developed Countries (LEG), and a representative of the secretariat of the Global Environment Facility (GEF) were invited to present capacity-building aspects in their respective areas of work. Due to specific circumstances, the facilitators of the informal groups on mitigation and adaptation were not able to join the discussion. Statements on these two thematic areas were therefore delivered by the facilitator of the informal group on capacity-building, supported by the secretariat’s lead officers for the two agenda items.
