Consultations on Elections during COP 19 CMP 9 in Warsaw (11 to 22 November 2013)



Updates on the consultations with the Chairs and Coordinators of regional groups and constituencies, held on Thursday, 21 November 2013

Consultations were held at 19:30 pm with the Chairs and Coordinators of groups and constituencies.

Groups and constituencies provided an update on their nominations. However, no nominations have been submitted for the positions of SBI Chair and SBSTA Chair on the COP/CMP Bureau. Ambassador Bart informed groups that as there are no nominations for SBI Chair and SBSTA Chair, the COP will not be able to proceed with the election of the confirmed nominees from regional groups to the COP 19/CMP 9 Bureau at its closing session on Friday. In accordance with the draft Rules of Procedure, the current members of the COP/CMP Bureau will remain in office until their successors are elected.

The deadline for the submission of nominations was extended until midnight, Thursday, 21 November 2013. As of 21 November 2013 - 23:00, 18 nominations are pending.

No further consultations will be held at this session.



Updates on the consultations with the Chairs and Coordinators of regional groups and constituencies, held on Thursday, 21 November 2013

Consultations were held at 1:15pm with the Chairs and Coordinators of groups and constituencies.

Ambassador Bart informed of the urgent need to reach agreement on the full complement of the nominations to the COP/CMP Bureau, noting in particular the nominations outstanding for the positions of SBI and SBSTA Chairs.

Ambassador Bart also informed that without these two key nominations, the COP may be unable to proceed with the elections of the Bureau at the closing plenary on Friday. Chairs and Coordinators were also urged to submit the 50 outstanding nominations for the other Convention and Kyoto Protocol bodies by the deadline of 8pm this evening.

Updates on the consultations with the Chairs and Coordinators of regional groups and constituencies, held on Wednesday, 20 November 2013

Chairs and Coordinators provided updates on the consultations and nominations agreed in their groups.

Ambassador Bart again reminded groups of the urgent need to reach agreement on the nominations for SBI Chair, SBSTA Chair and COP Rapporteur. The Chair informed regional groups that without agreement on these nominations, the COP may be unable to proceed with the elections at the closing plenary and that the current members of the Bureau will remain in office in accordance with the Draft Rules of Procedure being applied.

Noting that currently 74 nominations are outstanding, Ambassador Bart also urged groups and constituencies to submit all outstanding nominations by the deadline of 8 p.m. Thursday, 21 November.

Ambassador Bart also encouraged groups to submit to the secretariat the information on the 2 and 3 year divisions of the term of office of the CTCN Advisory Board representatives.

Updates on the consultations with the Chairs and Coordinators of regional groups and constituencies, held on Monday, 18 November 2013

The Chairs and Coordinators provided updates on the consultations and nominations agreed in their groups.

During the consultations, Ambassador Bart urged regional groups to reach agreement and submit the nominations to the COP Bureau, in particular for the positions of SBI Chair and SBSTA Chair. Ambassador Bart informed regional groups that without agreement on the nominations for these two key positions, the current Chairs of the SBI and SBSTA will remain in office in accordance with the draft Rules of Procedure, and the COP may have difficulties proceeding with the elections of the COP 19/CMP 9 Bureau at its closing meeting on Friday.

Ambassador Bart also informed groups that in view of the agreement by the SBI of the draft decision for adoption by the COP on the extension of the mandate of the CGE, groups/constituencies are invited to submit their nominations to CGE.

Ambassador Bart also informed that currently 88 nominations are outstanding and urged groups and constituencies to submit these nominations by the deadline of Thursday, 21 November.

Updates on the second consultations with the Chairs and Coordinators of regional groups and constituencies, held on Friday, 15 November

The second consultations on elections, chaired by H.E. Mr. Delano Bart, Vice-President of the COP/CMP, with the Chairs and Coordinators of regional groups and constituencies continued on Friday, 15 November 2013.

The Chair informed of the nominations submitted by GRULAC, in particular to the COP/ CMP Bureau. Chairs and Coordinators provided an update on the progress of the consultations and the agreed nominations from their respective groups/constituency.

Ambassador Bart reminded Chairs and Coordinators of the urgent need to finalize the nominations for SBI Vice-Chair and Rapporteur in time for the SBI closing plenary on Saturday, 16 November 2013. Ambassador Bart also urged Chairs and Coordinators to increase their consultations and reach early agreement on the over 90 outstanding nominations by the deadline set by the President of Thursday, 21 November 2013.

The next consultations are scheduled for Monday, 18 November 2013.



Updates on the consultations with the Chairs and Coordinators of regional groups and constituencies, held on Wednesday, 13 November 2013

The first consultations on elections, chaired by H.E. Mr. Delano Bart, Vice-President of the COP/CMP, with the Chairs and Coordinators of regional groups and constituencies, were held on Wednesday, 13 November 2013, from 13:15 to 14:00.

Ambassador Bart informed Chairs and Coordinators that over 100 positions are open for election in Warsaw, almost all of which are currently pending.

Chairs were reminded of the urgent need to reach agreement on the nominations for SBI Vice-Chair and Rapporteur, as these positions should be finalized by Friday, 15 November 2013, in time for the election at the SBI closing plenary on Saturday, 16 November 2013.
