Enhanced Action (ADP)
Summary of the consultations on the election of the ADP Bureau between the Presidency and the
Coordinators of regional groups held on Thursday, 24 May 2012 at 20:00 Hrs
The Presidency continued to consult intensively with regional groups and with Parties
concerning the elections.
A proposal from GRULAC was discussed by the Coordinators of regional groups at the meeting today. Groups
were, however, unable to agree on this proposal.
The Coordinators of regional groups were also unable to reach consensus on a position to move forward. The
African Group reiterated that they are prepared to support whichever agreement was reached by other
regional groups so that the work of the ADP could move forward.
At the conclusion of the consultations, the Presidency informed the Coordinators of regional groups that
the Presidency would inform the ADP, at the plenary meeting on Friday, 25 May 2012, that the only avenue
available is to elect the officers of the ADP in accordance with rules 51 and 52 of the draft rules of
procedure.

On Thursday, 24 May 2012, the Presidency continued to conduct bilateral consultations with
the Coordinators of regional groups and with candidates to consider possible ways forward.
At the consultations on Wednesday morning, 23 May 2012, groups considered the proposal to elect the
candidate from WEOG as Chair and the candidate from Eastern Europe as Rapporteur at this session here in
Bonn, while consultations continue on the election of the Vice Chair. This proposal was made available to
Parties (see summary below). During the afternoon consultations on 23 May 2012, groups considered another
proposal from the Asia-Pacific Coodinator that the candidate from Asia-Pacific be elected as Chair at this
session, to serve for a 6 month period from now until the end of COP 18 in Doha, while consultations
continue on the elections of all three officers of the ADP Bureau which would be held in Doha.
In order to avert a vote on the election of the ADP Bureau at this session, the Presidency in its bilateral
consultations today (Thursday, 24 May 2012) has proposed to Coordinators of regional groups that they
consider the proposal that all current 4 candidates for positions on the ADP Bureau serve equally in a
co-chairing arrangement ad interim. In the meantime, the consultations would continue on the elections of
all officers of the ADP Bureau, and elections held in Doha.
This ad interim approach would provide an avenue for the work of the ADP to continue under the leadership
equally of all 4 candidates to the ADP Bureau, and protect the integrity of the UNFCCC process. It also
provides the opportunity for Parties to come to a final agreement on the chairing arrangements for the work
of the ADP in the long-term. The Coordinators of all regional groups have been consulted in this regard.
The Presidency will report on the outcome of these consultations.

groups held on Wednesday, 23 May 2012 at 16:00 Hrs
At the consultations held at 16:00 hours on Wednesday, 23 May 2012, the Presidency reported that during the
consultations with the Coordinators of regional groups this morning at 11:00 hours, there seemed to be an
emerging consensus to reach an agreement on the election of the ADP Bureau based on a proposal presented
during that meeting. The Presidency noted that that emerging consensus fell apart during the consultations
held at 16:00 hours on Wednesday, 23 May 2012.
The Presidency informed the Coordinators of regional groups that in view of this impasse, the only avenue
left is an election of the officers of the ADP Bureau. The Presidency would inform Parties that they should
prepare for an election of the members of the ADP Bureau in accordance with Rules 51 and 52 of the Draft
Rules of Procedure of the COP being applied.
In order to allow Parties time to prepare, Parties are informed that the election will be held at the
plenary meeting of the ADP on Thursday, 24 May 2012, at a time to be announced.

At the meeting today, considerable progress was achieved in reaching a compromise. It is hoped that an
agreement can be reached by the end of today.

The Coordinators of regional groups continued consideration of various options for moving forward with the
elections.
Groups were invited to consider an approach presented at the meeting today for the current two candidates
from Non-Annex I Parties to split each of the one year term on the ADP Bureau during the next two years,
starting first with the position as Vice Chair, followed by the position as Chair of the ADP. Under this
new approach, each candidate would serve for 6 months as Vice-Chair during the first year, followed by 6
months as Chair in the second year. It was noted that this option would require a COP decision.
The Presidency requested groups, with the assistance of the Chair of G77 and China, to consider a
compromise candidate who would be elected to serve from this session to the session in Doha as an ad
interim solution, while groups continue to reach agreement on further chairing arrangements. The Presidency
further requested groups to consult on the proposal for the ADP to elect by consensus at this session the
candidate from WEOG as Chair and the candidate from Eastern Europe as Rapporteur, while consultations
continue on the Vice Chair for election in Doha.

Another round of consultations were held by the Presidency and the Coordinators of regional groups
concerning the election of officers. The options proposed by the Presidency to move forward with the
elections were discussed, however the consultations did not yield any results. The Presidency advised that
the only resort open to Parties is to elect the Bureau of the ADP in accordance with the election
procedures of the Draft Rules of Procedures of the COP.
The election would be held at 11:30 hours on Saturday, 19 May 2012. Further information on the steps
concerning the election procedures will be made available to Parties by the secretariat.
Summary of the consultations between the Presidency and the three candidates for Chair of the ADP,
a representative of their countries, and the Coordinators of their respective regional group. held on
Friday, 18 May 2012 at 15:45 hours.
Consultations were held at 15:45 hours on Friday, 18 May 2012, by the Presidency and the three candidates
for Chair of the ADP, a representative of their country, and their respective regional group Coordinator to
discuss flexibility concerning moving forward with the work of the ADP. Most of the participants showed a
willingness to be flexible, while others informed that they are considering this issue further.
During the consultations on the election of the ADP Bureau with the Regional Groups, the President has made
three proposals for the election of officers of the ADP, including the option to elect the officers of the
ADP in accordance with the Draft Rules of Procedures of the COP. The proposals are contained in the
document attached, with an annex containing the views expressed by the Coordinators of Regional Groups on
behalf of their respective group on each of the proposals from the President.
