 Monday, 10 March

ADP 7th plenary meeting: resumption of the second session (10:00-13:00)
The Co-Chairs of the ADP, Mr. Kishan Kumarsingh (Trinidad and Tobago) and Mr. Artur Runge-Metzger (European Union), opened the fourth part of the second session of the Ad Hoc Working Group on the Durban Platform. They took up item 3.Implementation of all the elements of decision 1/CP.17 with its subitems 3(a) Matters related to paragraphs 2 to 6; and 3(b) Matters related to paragraphs 7 and 8 and item 4. Other matters of the agenda adopted by the ADP at the first part of its second session.
Groups of Parties were invited to make opening remarks.

Open-ended consultations on item 3: Adaptation (15:00–16:30)
As announced in the ADP plenary meeting, the ADP Co-Chairs convened open-ended consultations with Parties on item 3 with the intention to promote a dynamic structured conversation among all Parties in a transparent, inclusive and balanced manner.

Technical expert meeting: Renewable energy (16.30-18.00)
As requested by the ADP at the third part of this session, the Co-Chairs asked the secretariat to organize technical expert meetings in the context of the technical examination of opportunities for actions with high mitigation potential, including those with adaptation and sustainable development co-benefits a briefing on the overview of mandates and progress of work by institutions, mechanisms and arrangements under the Convention. The technical
examination in March will start with a focus on opportunities regarding renewable energy. Additional information, including a the programme, for this meeting is available here.   

Tuesday, 11 March

Workshop on domestic preparations for intended nationally determined contributions (10:00-13:00)
The workshop aimed to provide a space for Parties to share experiences and learn from each other on approaches, processes, constrains and challenges, including on needs for support, relating to the preparation of intended nationally determined contributions in the context of decision 1/CP.19.

National determined contributions (15:00–16:30)
What do Parties understand under the concept of ‘nationally determined contributions’?
Given that contributions are to be nationally determined, what rules or guidance, if any, would be specified by the 2015 agreement?
What would be the nature and legal character of the contributions?

Finance, Technology and Capacity-building (16:30-18:00)
How would the agreement strengthen international cooperation on finance, technology and capacity-building? What new arrangements are needed and how would these add value?

How could the 2015 agreement address mitigation in order to stay below the 2˚C/1.5˚C limit of acceptable warming?
Transparency of action and support (15:45-16:30)
How could existing arrangements for MRV be used as the basis for transparency in the agreement? What additional arrangements may be required to enhance transparency of action and support?
What arrangements, such as rules, may be required for accounting under the 2015 agreement, and what areas should such accounting arrangements apply to?

The Co-Chairs convened a stocktaking meeting to take stock of progress made and consider the way forward.

Equity and ambition (12:00-13:00)
How can the 2015 agreement facilitate increases in the collective level of ambition resulting from Parties’ contributions towards achieving the objective of the Convention in a fair and equitable manner? What could a possible arrangement be comprised of, how would it work, and how could it be reflected in the agreement?
Transparency of action and support (15:00-16:30)
How could existing arrangements for MRV be used as the basis for transparency in the agreement? What additional arrangements may be required to enhance transparency of action and support?
What arrangements, such as rules, may be required for accounting under the 2015 agreement, and what areas should such accounting arrangements apply to?
Other issues related to elements (16:30-18:00)
Other issues that have been raised by Parties including, for example, response measures; incentive mechanisms, including market and non-market instruments; compliance.

ADP closing plenary meeting (17:30-19-15)
At its 8th plenary meeting on Friday 14 March, the ADP agreed to establish a contact group on ADP item 3. At the end of the plenary meeting, the second session of the ADP was suspended.

The ADP will resume its second session in conjunction with the fortieth sessions of the Subsidiary Body for Implementation (SBI 40) and the Subsidiary Body for Scientific and Technological Advice (SBSTA 40), which will be held from 4-15 June 2014 in Bonn, Germany.
