ADP 5th plenary meeting: resumption of the second session (10:00-13:00)
The Co-Chairs of the ADP, Mr. Kishan Kumarsingh (Trinidad and Tobago) and Mr. Artur Runge-Metzger (European Union), opened the third part of the second session of the Ad Hoc Working Group on the Durban Platform. They took up item 3.Implementation of all the elements of decision 1/CP.17 with its subitems 3(a) Matters related to paragraphs 2 to 6; and 3(b) Matters related to paragraphs 7 and 8 and item 4. Other matters of the agenda adopted by the ADP at the first part of its second session.
Groups of Parties were invited to make opening remarks.

Briefing on the overview of institutions, mechanisms and arrangements under the Convention (16:30-18:00)
As requested by the ADP at the second part of this session, the Co-Chairs asked the secretariat to organize a briefing on the overview of mandates and progress of work by institutions, mechanisms and arrangements under the Convention requested by the ADP at the second part of this session. The briefing complements the overview document FCCC/ADP/2013/INF.2 prepared by the secretariat in response to this mandate. The secretariat has also prepared an initial online presentation of the arrangements available on the UNFCCC website.
The Co-Chairs invited Parties to discuss the following questions:
-  What arrangements need to be considered in the context of the 2015 agreement (Workstream 1), and what needs to be strengthened or adjusted?
-  How can the existing institutions, mechanisms and arrangements be mobilized as part of an outcome of the ADP to enhance pre-2020 ambition (Workstream 2)?

As announced in the ADP plenary meeting, the ADP Co-Chairs convened open-ended consultations with Parties on the content and elements of the 2015 agreement, as well as on pre-2020 ambition with the intention to promote a dynamic structured conversation among all Parties in a transparent, inclusive and balanced manner.
In order to facilitate this dialogue the Co-Chairs proposed the guiding questions below.

Wednesday, 13 November

Open-ended consultations on content and elements of the 2015 agreement:
Adaptation (10:00–11:30)
Guiding questions:
1. What does strengthening of the existing adaptation system mean? Taking existing proposals a step further: what would need to be reflected in the new agreement to incentivize the enhanced implementation of, and adequate support for, adaptation?
2. What would constitute a proposed global adaptation goal in practical terms? How could it fit into the new agreement?

Open-ended consultations on content and elements of the 2015 agreement:
Mitigation (11:30–13:00)
Guiding questions:
1.   How could we strengthen and further develop the multilateral rules-based system with regard to mitigation? What components and rules should it contain?
2.  What arrangements would ensure that Parties' commitments are ambitious, in accordance with science, equitable and fair, both individually and in the aggregate?

Workshop on lessons learned from relevant experience of other multilateral environmental agreements (15:00-16:30)
Guiding questions:
1. What could the UNFCCC process learn from the implementation of other multilateral environmental agreements in terms of approaches, ways and arrangements to assist Parties to enhance implementation at the national level?
2. Which provisions and incentives could lead to enhanced cooperation with regard to implementation of commitments under the UNFCCC?
3. How could the UNFCCC catalyse action at all levels, international, national and sub-national?

Open-ended consultations on Workstream 2:  the way forward  (16:30-18:00)
Guiding questions:
1. What outcome do Parties expect to achieve under workstream 2?
2. What are the practical solutions and specific proposals suggested by Parties for catalyzing action before 2020?

Thursday, 14 November

Technology (10:00–11:30)
Guiding questions:
1. How could technology development and transfer be reflected in the 2015 agreement?
2. What institutional arrangements would be required in the post 2020 period for technology development and transfer?

Open-ended consultations on content and elements of the 2015 agreement:
Finance (11:30–13:00)
Guiding questions:
1. How could climate finance for the implementation of post 2020 commitments be reflected in the 2015 agreement?
2. What institutional arrangements would be required in the post 2020 period?

IV Workshop on pre-2020 ambition: urbanization and the role of governments in facilitating climate action in cities (16:00-19:00)
Guiding questions:
1. What could the UNFCCC process do to assist Parties and other stakeholders in identifying best practices and success stories, and in accelerating their replication and scaling up in accordance with national circumstances and sustainable development needs?
2. What further steps could the ADP take in 2014-2015 to advance its work on increasing ambition through the work plan, referred to in decision 1/CP.17, paragraph 7?

Guiding questions:
1. How could capacity-building be reflected in the 2015 agreement?
2. What institutional arrangements would be required for capacity-building in the post 2020 period?

Transparency of action and support (11:30–13:00)

Guiding questions:
1. How could the measurement, reporting and verification (MRV) system be reflected and enhanced in the 2015 agreement?
2. What additional arrangements may be required?

Open-ended consultations on content and elements of the 2015 agreement:
Adaptation (15:00–15:45)

Saturday, 23 November

6th plenary meeting of the ADP
At its 6th plenary meeting on Saturday 23 November, the ADP adopted the draft conclusions proposed by the Co-Chairs as contained in document pdf-icon FCCC/ADP/2013/3.
The ADP forwarded a draft decision on further advancing the Durban Platform to the COP for its consideration and adoption. The draft decision was adopted as decision 1/CP.19  and is contained in document pdf-icon FCCC/CP/2013/10/Add.1
At the end of the plenary meeting, the second session of the ADP was suspended.
