Negotiating Text The Ad Hoc Working Group on Long-term Cooperative Action
(AWG-LCA) at its sixth session, had before it a negotiating text (FCCC/AWGLCA/2009/8) prepared by
its Chair. During the sixth session Parties provided general comments on its structure and
content, stated reservations and objections to elements of the text, and proposed additions and
modifications. This resulted in a revised negotiating text (FCCC/AWGLCA/2009/INF.1).

Background information The AWG-LCA had before it a negotiating
text prepared by its Chair, under his own responsibility, taking account of the proceedings of
the AWG-LCA at its fifth session, building upon the ideas and proposals of Parties and document
FCCC/AWGLCA/2008/16/Rev.1
and taking account of further submissions received from Parties by 24 April 2009, as requested by
the AWG-LCA at its fourth session.
The Chair’s negotiating text is contained in document FCCC/AWGLCA/2009/8
and takes account of submissions received up
to 5 May 2009.

The AWG-LCA had before it a document prepared
to further focus the negotiating process on the fulfilment of the Bali Action Plan and on the
components of the agreed outcome to be adopted by the Conference of the Parties at
its fifteenth session, describing areas of convergence in the ideas and proposals of Parties,
exploring options for dealing with areas of divergence and identifying any gaps that might need to
be filled in reaching an agreed outcome.
This document builds upon the ideas and proposals of Parties and document FCCC/AWGLCA/2008/16/Rev.1
and takes account of further submissions received from Parties by 6 February 2009. This
document was presented by the Chair of the AWG-LCA at a
pre-sessional event, in an informal setting in Bonn, 27 March. The presentation is

The Chair of the LCA was invited to compile proposals by Parties into a document which could serve
as a first version of a negotiating text at Poznań in December.

Second session, Bonn, Germany, 2-12 June
2008
Parties presented a number of concrete ideas and proposals on how to address the shared vision,
mitigation, adaptation, technology and finance. The AWG-LCA concluded this session by inviting
Parties to submit specific textual proposals on the elements contained in paragraph 1 of the Bali
Action Plan.

The AWG-LCA agreed to undertake its work, seeking progress on all the elements assigned to it by
the Bali Action Plan, and identified specific workshops to be held in 2008. It further agreed to
organize its work at each session to include each of the elements, taking into account the
interlinkages among them, and the work of the Convention’s subsidiary bodies in the context
of the Bali Road Map.
