Buenos Aires programme of work (Decision 1/CP.10, 2004)

Adaptation to climate change became a central issue at COP 10 (2004).

Parties adopted Decision 1/CP.10, 2004, (taking into account activities under Decision 5/CP.7, 2001, Implementation of Article 4.8 and 4.9 of the Convention).

Under pdf-icon Decision 1/CP.10, The Buenos Aires programme of work on adaptation and response measures, described ways to respond to the adverse effects of climate change as referred to in Article 4 of the Convention.

Under this Decision, Parties also adopted the Nairobi work programme on impacts, vulnerability and adaptation to climate change.


Activities under pdf-icon Decision 1/CP.10 were extremely relevant in developing the current adaptation agenda under the Cancun Adaptation Framework  (2010).

The SBI mandated a workshop to identify challenges and gaps in the implementation of risk management approaches to the adverse effects of climate change

During 2006-2007

A series of workshops in Africa, Asia, Latin and Central America and an expert meeting in Small island developing States (SIDS) facilitated information exchange and integrated assessments to assist Parties in identifying adaptation needs and concerns

Consideration of response measures as a separate agenda item

In 2012, at SBI 36

Parties agreed to consider matters related to the impact of the implementation of response measures along with other response measures-related issues in the response measures Forum (agenda item 11) and, thus, completely separate from adaptation matters.
