Action Pledge 1
Early Warning is one of the most effective instruments of Disaster Risk Reduction (DRR) to save lives and reduce losses. The critical value of Early Warning could even grow further by strengthening links between DRR and climate change, including specifically in the context of expanding urban development under stress from environmental changes. The topic is particularly challenging due to its complexity: actors involved, communication needs, knowledge transfer, and risk assessment. The importance of this subject area was recognized by dedicating one of the five priority areas of the Hyogo Framework for Action (HFA) to Early Warning. |
