Description
|
This document gives guidance on
how climate resilience and adaptation can be integrated into national-level policy and
programmatic planning in the water sector. It aims to be practical and pragmatic and is based
on existing conditions in terms of areas such as knowledge, skills, capacity and observed
climate change impacts and risks. It also draws on other tools, approaches and experiences,
so as to complement existing work while also filling gaps.
The guide is divided into four
core tasks:
1. Establishing an understanding of climate change risk and key actors
2. Strengthening national policy frameworks
3. Developing and implementing a climate-resilient action plan for the water sector
4. Tracking performance, adjusting to changes and making improvements
Each of these has a set of
sub-tasks which include a sequence of steps and suggested approaches to break down activities
further. It is a guidance document as opposed to a prescriptive tool and can be used flexibly
according to the context.

Appropriate Use
|
The guide is for use by water ministry officials at the national level working with many
stakeholders across different sectors both within and outside of the government. It is also
intended for use by donor institutions wishing to support the integration of adaptation through
development cooperation, as well as for civil society organisations wishing to participate in
government policy and planning.

|

Key Output
|
Integration of climate risk and adaptation into national-level policy and planning in the water
sector, including climate-proofed policies, strategies and action plans. Other outputs include
better integration between the water sector and other sectors such as agriculture, energy and
mining.

Key Input
|
The Water Ministry will need to work with other departments within government as well as
agencies outside of the government in order to implement the guide.
|
|
Ease of Use
|
The guide aims to be practical and user-friendly, but some level of capacity, understanding and
awareness of climate change and adaptation is necessary. The intention is that government
officials with limited experience in the issues can lead the process as laid out in the guide
but additional capacity and resources may be necessary at various stages depending on the
context.
