Project Risk Screening Tool by ADB
Description
The Project Risk Screening Tool is a user-friendly, desk-top (web- and paper-based) risk screening
tool pilot. Through reliance on pre-determined impacts, risk factors (tables), and assumptions,
this checklist alerts project officers and mission leaders to potential climate-induced and
disaster-related impacts and risks, and allows for possible incorporation of risk reduction
measures at the project concept/preparation stage. A Phase II envisioned at design stage.
Appropriate Use
Completed at concept development phase, and during fact-finding missions. For project officers and
mission leaders, to assess potential climate and disaster associated risks to diverse range of
projects. A Phase II envisioned at design stage,
Scope
Broad scope, for multiple sectors, vulnerable sectors and projects. Designed for Asia & Pacific.
Can be modified for other geo-climatic/geographical regions.
Key Output
Helps mainstream climate and disaster risk reduction and adaptation during project
preparation/concept development stage. The tool aims at generating a project risk value, and
estimates the level of anticipated climate risk (high, moderate, low). Specific risk management and
adaptation recommendations are suggested.
Key Input
Document prompts reference to risk tables. The risk check-list relies on existing project data/
knowledge. It prescreens and assesses probable risk against a number of preconceived impact and risk
tables, and risk-related assumptions (location of project in climate sensitive geo-climatic zones,
sector risks, capacity development, and known disaster hotspots, etc).
Ease of Use
Easy. 15-20 minute exercise, assuming project officer`s reasonable knowledge of project, or based on
fact-finding mission. Does not rely upon any impact modeling/boundary data, or software.
Training Required
Not required
Training Available
Not required
Computer Requirements
None. Check-List is both MS Word format (for desk-top or hard copy completion). Does not rely upon
any impact modeling/boundary data, or software.
Documentation
None required. Risk tables included as attachment to Check-List.
Applications
Completed at concept development phase Desk-top or during fact-finding missions. For project
officers and mission leaders, to assess potential climate and disaster associated risks. Broad
scope, for multiple sectors, vulnerable sectors and projects. Designed for Asia & Pacific.
Methodology applicable in other geo-climatic/geographical regions.
